PERANAN INGO (INTERNATIONAL NON-GOVERNMENT ORGANIZATION) DALAM PENANGGULANGAN PENYEBARAN VIRUS HIV&AIDS DI INDONESIA

INTISARI Hubungan Internasional pada masa lampau berfokus pada kajian mengenai perang dan damai, dalam hubungan antar negara dalam konteks sistem global tetapi masih bertitik berat kepada hubungan politik tingkat tinggi (high politics). Dalam perkembangannya HI berkembang ke arah politik tingkat rendah (low politics), seperti isu ekonomi, sosial, budaya dan kemanusiaan. Aktor yang terlibat bukan hanya Negara tetapi Non-Negara ikut mewarnai, salah satunya NGO. Tesis ini bertujuan untuk menganalisa mengenai peran INGO (International Non-Government Organization) untuk kemanusiaan dalam menanggulangi penyebaran HIV&AIDS di Indonesia, dan akan melihat lebih spesifik pada peran INGO HCPI (HIV Cooperation Program For Indonesia) sebagai aktornya. Selama memberikan bantuan berupa anggaran dan teknis baik itu kepada LSM (Lembaga Swadaya Masyarakat) dan kementerian serta dinas-dinas terkait, dan selama itu juga belum ada yang meneliti mengenai bantuan dari HCPI sebagai salah satu INGO dari Australia. Penulisan tesis ini menggunakan metode penelitian kualitatif. Melalui analisis terhadap berbagai buku, artikel, jurnal, dan sumber lain yang relevan, penulis mendapati bantuan yang di berikan oleh Australia melalui salah satu INGO yang di tunjuk bukan hanya semata-mata untuk kemanusiaan tetapi ada niat lain, dan juga apakah INGO tersebut sudah melakukan prinsip-prinsip diplomasi kemanusiaaan, baik itu humanity, netrality dan imparsiality. Selain itu juga selaku penerima dana pemerintah Indonesia baik itu LSM dan kementerian apakah sudah menerapkan prinsip akuntabilitas.

ABSTRACT International Relations in the past focused on the study of war and peace, in the relations between countries in the context of a global system but still focuses common to political relations (high politics). In the development of International Relations evolve toward low politics, such as the issues of economic, social, cultural and humanitarian. Actors involved not only the State but also adds to the Non-State, one NGO. This thesis aims to analyze the role of INGOs (International Non-Government Organization) for humanity in tackling the spread of HIV&AIDS in Indonesia, and will look more specifically at the role of INGO HCPI (HIV Cooperation Program For Indonesia) as actors. During provide technical assistance in the form both the budget and the NGO (Non Governmental Organization) and the ministry and related agencies, and for it also no one has studied the help of HCPI as one of the INGO of Australia. This thesis uses qualitative research methods. Through analysis of the various books, articles, journals, and other relevant sources, the authors found the help that is given by Australia through one INGO in point is not merely to humanity but no other intention, and also whether the INGO is already doing principles to humanitarian diplomacy, both humanity, netrality and imparsiality. In addition, the Indonesian government as the recipient of funds both NGOs and the ministry is already implementing the principle of accountability.
