ANALISIS KINERJA RANTAI PASOK IKAN LELE DI WILAYAH DAERAH ISTIMEWA YOGYAKARTA

Ikan lele merupakan ikan yang paling banyak dikonsumsi masyarakat Daerah Istimewa Yogyakarta (DIY), dengan jumlah permintaan setiap harinya yang jauh lebih tinggi dibandingkan ikan budidaya maupun tangkap lainnya. Hanya 30% dari total kebutuhan ikan lele di DIY yang dapat dipenuhi oleh pemasok lokal sedangkan 70% sisanya disuplai dari luar daerah DIY. Adanya pemasok ikan lele dari luar DIY membuat kompetisi pada pasar ikan di DIY. Oleh sebab itu perlu dilakukan kajian mengenai kinerja rantai pasok ikan lele di DIY, yang bertujuan untuk mengidentifikasi pelaku pada sistem rantai pasok ikan lele di DIY dan mengukur kinerja rantai pasoknya. Metode SCOR digunakan untuk mengukur kinerja rantai pasok ikan lele di DIY. Penelitian ini diawali dengan identifikasi sistem dan pelaku rantai pasok ikan lele di DIY. Pekerjaan yang dilakukan tiap pelaku diidentifikasi menjadi matrik-matrik untuk tiap level dalam SCOR dan dibuat dalam bentuk kuesioner yang disebarkan pada responden yang dianggap ahli. Hasil dari wawancara dan kuesioner selanjutnya dihitung menggunakan normalisasi Snorm DeBoer dan pembobotan menggunakan salah satu tahapan dalam AHP. Nilai total kinerja didapat dengan mengalikan nilai skor normalisasi dengan nilai bobot metrik. Hasil penelitian menunjukkan bahwa pelaku yang terkait pada sistem rantai pasok ikan lele terdiri dari pemasok, produsen, pengepul, pengecer, dan konsumen. Nilai total kinerja rantai pasok ikan lele di Daerah Istimewa Yogyakarta yaitu sebesar 82,348 (Good). Hal ini menunjukkan bahwa pencapaian kinerja rantai pasok ikan lele di DIY sudah baik.

Catfish is the most consumed fish which has higher demand than any species of fishes in Daerah Istimewa Yogyakarta. There are only 30% of the total demand that can be fulfilled by local supplier and the rest of them are fulfilled by other supplier which are not from DIY. Because of the supplier from other regions still exist to provided the demand, a competition between local suppliers and nonlocal suppliers has been made. Study about supply chain system in DIY must be done to identify everyone who are included in supply chain system and also to measure the performance of that system of the catfish supply chain in DIY. SCOR method was used to measure the performance of supply chain system of catfish production in DIY. This research was started with identification of the system and people who are included in supply chain of catfish production in DIY. Everything that the people do are identified into some matrics for every level in SCOR. And those was made into a questionnaire which is diffused to some qualified respondents. Results of the interview and the questionnaire was calculated using Snorm DeBoer normalization and also graded using one of the method in AHP. Total value of the performance was gained by multiplying normalization with priority vector. The result indicates that the people who are included in supply chain system of catfish are producer, supplier, collector, retailer, and consumer. Total value of catfish supply chain performance in DIY is 82,348. The result shows that the achievement of supply chain performance of catfish production in DIY is good.
