Persepsi Penggunaan Dan Pemanfaatan Sistem Elektronik Tuberkulosis Untuk Pencatatan Dan Pelaporan Program Penanggulangan Tuberkulosis Di Provinsi Kalimantan Selatan

Latar belakang: Sistem pencatatan dan pelaporan program Tuberkulosis (TB) sejak tahun 2009 telah berbasis komputerisasi yaitu menggunakan sistem elektronik TB. Dinas Kesehatan Provinsi Kalimantan Selatan telah menggunakan TB elektronik dalam melakukan pencatatan dan pelaporan program TB dan wakil supervisor (wasor) TB kabupaten/kota sebagai pengguna dari sistem tersebut. Penggunaan dan pemanfaatan sistem elektronik TB tersebut dalam implementasinya masih ditemukan hambatan dalam pelaksanaannya namun secara umum sudah berjalan dengan baik. Tujuan: Mengkaji persepsi penggunaan dan pemanfaatan pada sistem elektronik TB untuk pencatatan dan pelaporan program TB di Propinsi Kalimantan Selatan. Metode: Penelitian ini merupakan penelitian kualitatif dengan rancangan studi kasus eksploratoris. Subjek dalam penelitian ini adalah wasor TB di Dinas Kesehatan Propinsi 1 orang dan Dinas Kesehatan Kabupaten/Kota 13 orang. Unit analisis dalam penelitian ini adalah penggunaan sistem elektronik TB oleh wasor TB pada Dinas Kesehatan Propinsi dan Kabupaten/Kota di Propinsi Kalimantan Selatan. Data dikumpulkan melalui proses wawancara dan pengamatan mendalam sistem elektronik TB, dokumentasi-dokumentasi, dan laporan-laporan program TB. Analisis data dilakukan dengan pengumpulan hasil wawancara kemudian ditranskripsikan, pengkodingan dengan open coding dan diambil kesimpulan berdasarkan hasil proses tersebut. Hasil: Penggunaan sistem elektronik TB mudah dimengerti, dipahami, dan dipelajari, sehingga pencatatan dan pelaporan program TB sudah berbasis komputerisasi. Pemanfaatan sistem elektronik TB oleh wasor TB dapat memantau hasil kinerja, capaian, dan target serta indikator dalam pelaksanaan program TB. Hambatan dalam pelaksanaan sistem elektronik TB karena versi fasilitas pelayanan kesehatan (fasyankes) yang belum berjalan karena sarana komputer yang kurang, tugas rangkap dari pengelola TB dan anggaran yang tidak memadai untuk mendukung kegiatan implementasi sistem elektronik TB pada semua fasyankes. Kesimpulan: Penggunaan dan pemanfaatan sistem elektronik TB pada program TB di Dinas Kesehatan Provinsi Kalimantan Selatan untuk melihat kinerja program, capaian, dan target berdasarkan indikator program sehingga sistem elektronik TB dapat dimanfaatkan untuk monitoring dan evaluasi program TB di kabupaten/kota dan propinsi.

Background: The system of recording and reporting TB program since 2009 has been based computerized system that uses an electronic TB. South Kalimantan provincial health department has been using an electronic TB in doing the recording and reporting of TB programs and TB wasor district/city as a user of the system. The use and utilization of electronic systems in the implementation of TB is still found obstacles in its implementation, but in general has been running well. Objective: Reviewing the perception of the use and utilization of the electronic system for recording and reporting TB tuberculosis program in the province of South Kalimantan. Methods: This research is a qualitative exploratory case study design. Subjects in this study is representative supervisor (wasor) TB in 1 Provincial Health Office and District Health Office/City 13. The unit of analysis in this study is the use of electronic systems by Wasor TB TB at the Provincial Health Office and District/City in South Kalimantan. Data were collected through interviews and indepth observation of electronic systems TB, documentations, and reports TB program. Data analysis was conducted by collecting the interviews later transcribed, pengkodingan with open coding and drawn conclusions based on the results of the process. Results: The use of electronic systems TB is easily understood, understood and studied, so that the recording and reporting of TB program has been computerized. Utilization of electronic systems by wasor TB TB can monitor the results of performance, achievements and targets and indicators in the implementation of the TB program. Obstacles in the implementation of the electronic system of TB because fasyankes version that has not been running for less computer facilities, the double task of managing TB and budgets are inadequate to support the implementation of the electronic systems on all fasyankes TB. Conclusion: The use and utilization of electronic systems TB in TB programs in South Kalimantan provincial health department to see the program's performance, achievements and targets based on indicators of TB programs so that electronic systems can be used for monitoring and evaluation of TB programs at the district/city and province.
