Analisis Ekonomi Politik Kebijakan Bailout Pemerintah AS dalam Mengatasi Krisis Finansial Tahun 2008

Setelah Great Depression tahun 1929, di bawah arahan sistem ekonomi kapitalis neoliberal, perekonomian AS terus membaik, bahkan tumbuh dengan skala yang tidak terbayangkan sebelumnya. Tidak terkecuali dengan sektor finansial AS, yang berkembang bersamaan dengan deregulasi pasar finansial dalam beberapa dekade terakhir. Namun, semua yang dicapai oleh AS tersebut terkena guncangan yang sangat hebat saat terjadi krisis finansial di tahun 2008. Untuk menyelamatkan perekonomian AS, pemerintah mengeluarkan kebijakan bailout yang kemudian menimbulkan kontroversi karena dianggap kontradiktif dengan ideologi pasar bebas yang dianut AS. Karena latar belakang tersebut, skripsi ini dibuat untuk mencoba menjawab pertanyaan tentang mengapa pemerintah AS mengambil kebijakan bailout sebagai langkah untuk mengatasi krisis finansial tahun 2008. Dengan menggunakan analisis ekonomi politik, beberapa temuan yang berhasil didapatkan dalam skripsi ini antara lain: 1) adanya entitas-entitas yang memiliki skala too big to fail, sehingga pemerintah secara pragmatis menggunakan bailout sebagai intrumen untuk menyelamatkan entitas-entitas tersebut dengan harapan dampak buruk terhadap perekonomian dapat dihindari atau diminimalisir; 2) terdapat kaitan antara kepentingan untuk menyelamatkan perekonomian AS dan kepentingan politik terkait pemilu yang akan dilaksanakan pada akhir tahun.

After the Great Depression in 1929, under the direction of the neoliberal capitalist economic system, the US economy continues to improve, even grow at a scale previously unimaginable. No exception to the US financial sector, which is growing along with the deregulation of financial markets in recent decades. However, all that is achieved by the United States exposed to very severe shocks during the financial crisis in 2008. To save the US economy, the government issued a bailout policies that later caused controversy because it is contradictory to the ideology of the free market that the US adopted. Because of this background, this paper made to try to answer the question of why the US government took the bailout policy as a measure to overcome the financial crisis in 2008. By using political economic analysis, some of the findings were successfully obtained in this thesis are: 1) the existence of entities that have scale of too big to fail, so that the government bailout pragmatically use as instruments to save these entities in the hope of adverse impacts on the economy can be avoided or minimized; 2) there is a connection between the need to rescue the US economy and political interests related to the elections which will be held at the end of the year.
