PT.Pertamina merupakan salah satu perusahaan milik Negara yang bergerak di bidang Minyak dan Gas. Yang resmi berdiri pada 10 Desember 1957, pada awalnya pemerintah memperkokoh perusahaan ini dengan UU no. 8 tahun 1971 yang berisi "Pertamina sebagai satu-satunya perusahaan milik Negara yang ditugaskan melaksanakan pengusahaan migas mulai dari mengelola dan menghasilkan migas dari lading-ladang minyak di seluruh Indonesia" namun seiring waktu pertamina mulai menghadapi dinamika perubahan di industry minyak dan gas nasional maupun global hingga pemerintah menerapkan Undang-Undang No. 22 tahun 2001 yang berisi tentang "pembukaan pasar bebas dalam sektor Migas / penerimaan negara yang lebih besar akibat sistembagi hasil yang menguntungkan Negara. Paska penerapan tersebut, Pertamina memiliki kedudukan yang sama dengan perusahaan minyak lainnya seperti Petronas, Chevron, Exxon dll. Pada tahun 2013 Pertamina masuk Perusahaan Terbesar Dunia dan menduduki peringkat ke 123 dalam Fortune Global 500. Penyelenggaraan kegiatan bisnis (Public Service Obligation) PSO tersebut akan diserahkan kepada mekanisme persaingan usaha yang wajar, sehat, dan transparan dengan penetapan harga sesuai yang berlaku di pasar. Pada 17 September 2003 Pertamina berubah bentukmenjadi PT Pertamina (Persero) berdasarkan PP No. 31 tahun 2003.Undang-Undang tersebut antara lain juga mengharuskan pemisahan antara kegiatan usaha migas di sisi hilir dan hulu. Hingga sekarang sudah banyak SPBU non Pertamina yang sudah tersebar di berbagai kota besar di Indonesia. Oleh karena itu Pertamina melakukan berbagai terobosan untuk melakukan efisiensi diberbagai bagaian untuk dapat mengusai pasar di negeri sendiri.Seperti dalam hal transportasi Pertamina menggunakan jasa pihak ke 3 untuk meminimalisasi anggaran yang di keluarkan setiap tahun.Pada tahun 2015 tercatat sebesar Rp.70.000.000.000 direalisasikan untuk transportasi. Dan tercatat sebesar Rp. 2.268.449.500 untuk biaya sewa mobil tangki sebanyak 90 unit dengan total 24 vendor dalam 1 bulan. Dengan kapasitas total sebesar 1984 KL ( 1.984.000 L ). Jumlah tersebut lebih hemat 45% di bandingkan apabila pertamina membeli unit truk tangki sendiri yaitu dengan angsuran Rp 4.189.089.999 setiap bulan yang di estimasikan selama 5 tahun dengan umur ekonomis truck tangki selama 8 tahun.Dan di perkirakan nilai sisa sebesar 40% dari harga beli awal.Untuk itu sebaiknya PT.Pertamina TBBM Boyolali tetap menggunakan jasa pihak ke 3 untuk memperkuat pasokan BBM Jawa Tengah.
