PENGARUH ATRIBUT SIDLACOM TERHADAP PENERAPAN TUGAS ASOSIASI PROFESI BIDANG JALAN (Studi Kasus : Penyedia Jasa Bidang Jalan Provinsi D. I. Yogyakarta)

Peningkatan kemampuan SDM konstruksi memerlukan upaya pembinaan yang berkelanjutan agar menghasilkan tenaga-tenaga yang produktif dan kompeten. Tenaga kerja konstruksi saat ini belum terlatih dan berasal dari tingkat pendidikan rendah, di mana persentase tenaga kerja konstruksi dengan tingkat pendidikan SD kebawah mencapai 52 persen. Tingkat Diploma/Universitas jumlah tenaga kerja konstruksi hanya sebesar 4 persen. Data awal diperoleh dengan melakukan survei terhadap owner, kontraktor dan konsultan di Provinsi D. I. Yogyakarta. Survei dilakukan untuk menentukan atribut indikator penerapan tugas asosiasi profesi, terdiri dari: survei data dan informasi, investigasi permasalahan di lapangan, DED, land acquisition, action program, problem pelaksanaan konstruksi jalan, problem kondisi jalan pasca konstruksi dan problem pemeliharaan jalan. Metodologi yang digunakan adalah analisis IPA, analisis CSI, analisis faktor dan analisis regresi. Kombinasi hasil dari keempat metode tersebut dapat disimpulkan atribut indikator penerapan tugas asosiasi profesi yang penting dan belum diterapkan sebagai berikut: (1) sertifikasi ketrampilan kompilasi data inspeksi dan data audit keselamatan jalan; (2) sertifikasi penyebab penyimpangan mutu dan investigasi kelaikan fungsi jalan; (3) sertifikasi antisipasi DED terhadap database kondisi teknis jalan dan pengukuran akurasi data hasil survei dan investigasi lapangan; (4) pelatihan pemetaan kepemilikan lahan jalan dan relokasi fasilitas publik berbasis IT untuk implementasi DED; (5) pelatihan sistem pemograman, pendanaan jaringan jalan dan penyusunan deterioration model untuk menentukan ketepatan pemeliharaan jalan; (6) sertifikasi pemahaman kelaikan fungsi jalan dan manajemen resiko perubahan komponen pekerjaan terhadap DED; (7) sertifikasi analisis dampak overloading beban sumbu kendaraan terhadap percepatan kerusakan jalan dan potensi kecelakaan; (8) pelatihan evaluasi capaian pemeliharaan berkala jalan

Improvement of human resource capacity requires the construction of sustainable development efforts in order to generate productive forces and competent. Labor of construction is not currently trained and come from low education level, where the percentage of construction labor at the level of primary education reached less 52 percent. The survey was conducted to determine the application of the indicator attribute road profession association task, consisted of: a survey of data and information, investigation of problems in the field, DED, land acquisition, action programs, the problem of road construction, the problem of post-construction road conditions and road maintenance problems. The methodology used is the analysis of science, CSI analysis, factor analysis and regression analysis. The combined results of the four methods can be inferred attribute indicators of implementation tasks are important professional associations and has not been applied as follows: (1) certification inspection data compilation skills and road safety audit data; (2) certification of quality and investigating the causes of the deviation road worthiness function; (3) certification DED anticipation of the technical condition of the road database and measurement accuracy of survey data and field investigations; (4) training of road mapping land ownership and relocation of public facilities for the implementation of IT-based DED; (5) training system programming, funding deterioration of the road network and the development of a model to determine the accuracy of road maintenance; (6) certification of airworthiness understanding the function and risk management component of the work of the DED change; (7) certification analysis of the impact of overloading the vehicle axle load of the accelerated destruction of roads and the potential for accidents; (8) training performance evaluation periodic road maintenance.
