REAKSI PASAR TERHADAP TUNTUTAN PENYALAHGUNAAN FREKUENSI 3G PT INDOSAT, TBK

Indosat (lengkapnya PT Indosat Tbk.) adalah salah satu perusahaan penyedia jasa telekomunikasi dan jaringan telekomunikasi terbesar di Indonesia. Saat ini saham Indosat dimiliki oleh Ooredoo Asia Pte. Ltd. (65.00%), Pemerintah Republik Indonesia (14.29%), Skagen AS (5.42%) dan Publik (15.29%). Saham Indosat di BEI diperdagangkan dengan kode “ISAT”. Pada 5 Januari 2013 lalu Kejaksaan Agung menetapkan Indosat dan IM2 sebagai tersangka dalam kasus dugaan penyalahgunaan frekuensi radio 2.1 GHz. Kasus ini berawal dari adanya laporan terkait dugaan penyalahgunaan jaringan 3G milik Indosat oleh IM2 yang mengakibatkan kerugian negara. Kejaksaan Agung Republik Indonesia pada 18 Januari 2012 memerintahkan penyidikan atas dugaan tindak pidana korupsi dalam penyalahgunaan frekuensi radio 2.1 GHz oleh IM2 dengan tersangka mantan Direktur Utama IM2. Apabila peristiwa penetapan PT Indosat Tbk dan IM2 sebagai tersangka ini adalah informasi yang relevan bagi para investor untuk pengambilan keputusan untuk menjual, membeli, atau menahan saham ISAT maka hal ini akan tercermin dari abnormal return saham ISAT. Akan tetapi apabila peristiwa ini tidak memiliki kandungan informasi yang relevan dan tidak mempengaruhi reaksi pasar maka tidak akan terdapat abnormal return atas peristiwa ini. Pada penelitian ini, setelah penulis melakukan analisis terhadap peristiwa ini didapatkan kesimpulan bahwa tidak terdapat abnormal return atas peristiwa ini sehingga peristiwa ini tidak memiliki kandungan informasi yang relevan dan tidak mempengaruhi reaksi pasar pada saat sebelum dan sesudah penetapan tersangka dijatuhkan kepada ISAT.

PT Indosat Tbk (Indosat) is one of the biggest telecomunication service and network provider in Indonesia. Right now, Indosat shares is own by Ooredoo Asia Pte. Ltd. (65.00%), Government of Indonesia (14.29%), Skagen AS (5.42%) and Public (15.29%). Indosat shares is listed in Indonesia Stock Exchange (IDX) with code “ISAT”. On January 5th, 2013, Indonesian Attorney General announced that Indosat and IM2 are suspects in a case of alleged abuse of radio frequency 2.1 GHz. This case comes from the related report of alleged abuse of 3G networks owned by Indosat IM2 causing loss of tax to the state. Attorney General of the Republic of Indonesia on January 18, 2012 ordered the investigation of alleged criminal acts of corruption for the 2.1 GHz radio frequency abuse with the suspect IM2 former President. If the events of the determination of PT Indosat Tbk and IM2 as a suspect is a relevant information for investors for making the decision to sell, buy or hold ISAT shares then this will be reflected from the abnormal return of ISAT stock. However; if the event does not contain relevant information and do not affect the market reaction then there will be no abnormal returns over this event. In this study, after the author's analysis of the events, it is concluded that there is no abnormal return on this event. Hence; the event does not containt relevant information and does not affect the market reaction at the time before and after Indonesian General Attorney announced Indosat as a suspect.
