EVALUASI KESUKSESAN SISTEM INFORMASI MANAJEMEN DAERAH-BARANG MILIK DAERAH (SIMDA-BMD) PADA PEMERINTAH KABUPATEN KLATEN

Penerapan Teknologi Informasi dan Komunikasi (TIK) di instansi pemerintah salah satunya diterapkan oleh Pemerintah Kabupaten Klaten dengan mengadopsi Sistem Informasi Manajemen Daerah-Barang Milik Daerah (SIMDA-BMD) untuk penatausahaan aset daerah. Evaluasi terhadap SIMDA-BMD di Kabupaten Klaten perlu dilakukan guna mengukur kesuksesan sistem tersebut karena sejak diimplementasikan belum pernah dilakukan evaluasi. Penelitian ini bertujuan untuk mengevaluasi kesuksesan SIMDA-BMD di Kabupaten Klaten dengan menggunakan modifikasi dari Model Kesuksesan Sistem Informasi DeLone dan McLean dengan Technology Acceptance Model (TAM). Penelitian ini digunakan untuk menguji kualitas sistem dan kualitas informasi berpengaruh terhadap persepsi kegunaan dan persepsi kemudahan penggunaan serta persepsi kemudahan penggunaan berpengaruh terhadap persepsi kegunaan. Selain itu penelitian ini juga digunakan untuk menguji persepsi kegunaan, persepsi kemudahan penggunaan, kualitas pelayanan berpengaruh terhadap kepuasan pengguna dan menguji kualitas sistem, kualitas informasi, kepuasan pengguna berpengaruh terhadap net benefits. Penelitian ini melibatkan 81 responden dan metode analisis yang digunakan adalah Partial Least Square. Hasil analisis dengan alfa 5% menunjukkan bahwa kualitas sistem dan kualitas informasi berpengaruh terhadap persepsi kegunaan. Persepsi kemudahan penggunaan serta persepsi kemudahan penggunaan berpengaruh terhadap persepsi kegunaan. Persepsi kegunaan, persepsi kemudahan penggunaan, kualitas pelayanan berpengaruh terhadap kepuasan pengguna. Kualitas sistem dan kepuasan pengguna berpengaruh terhadap net benefits, namun kualitas informasi tidak berpengaruh terhadap net benefits. Hal ini dikarenakan masih terdapat penginputan data aset yang tidak lengkap yang membuat kualitas informasi dari SIMDA-BMD menjadi tidak akurat.

One of the Implementation of Information and Communication Technology (ICT) in government applied by the Regional Government of Klaten by adopting the Regional Management Information System - District Property (SIMDA-BMD). Evaluation of SIMDA-BMD in Klaten is necessary to measures the success of the system because it has never been done before since implemented in 2009. This study aims to evaluate the success of SIMDA-BMD in Regional Government of Klaten by using a modification of the Information System Success Model DeLone and McLean combined with Technology Acceptance Model (TAM). This research was used to test the quality of system and the quality of information affect to the perceived usefulness and the perceived ease of use and also to test the perceived ease of use affect to the perceived usefulness. In addition, this research is also used to test the perceived usefulness, perceived ease of use, quality of service affect to user satisfaction and also to test the quality of system, quality of information and user satisfaction affect to the net benefits. This research was conducted by analyzing questionnaire of 81 respondents and used Partial Least Square as analysis method. The analysis results with alfa 5% pointed out that the quality of system and the quality of information affect to the perceived usefulness and the perceived ease of use. The perceived ease of use affect to the perceived usefulness. The perceived usefulness, perceived ease of use, quality of service affect to user satisfaction. The quality of system and user satisfaction affect to the net benefits, but the quality of information does not affect to the net benefits. It was because of data assets inputed to SIMDA-BMD was incomplete that made the quality information from SIMDA-BMD was inaccurate.
