POLA KEMITRAAN PT. WANA CAHAYA NUGRAHA DENGAN KELOMPOK TANI MARDI KISMO DALAM PENGELOLAAN HUTAN RAKYAT DI DESA DADAPAN GUCIALIT LUMAJANG

Industri pengelolaan kayu melakukan pola kemitraan dengan petani hutan rakyat untuk memenuhi kecukupan bahan baku. Salah satu perusahaan yang menerapkan pola kemitraan adalah PT. Wana Cahaya Nugrahan (PT.WCN) dengan Kelompok Tani Mardi Kismo. Penelitian ini bertujuan mengetahui: 1). Pola kemitraan yang diterapkan oleh PT. WCN dalam pengelolaan hutan rakyat di Desa Dadapan, 2). Tingkat keberhasilan dalam program kemitraan yang dilakukan oleh PT. WCN pada hutan rakyat di Desa Dadapan, 3). Keinginan petani terhadap PT. WCN, 4). Merumuskan strategi untuk pengembangan pola kemitraan. Metode yang digunakan dalam penelitian ini yaitu dengan menggunakan metode survei dengan pendekatan kuantitatif. Teknis pengambilan data dilakukan dengan cara observasi, wawancara, merangkum jawaban, dan melakukan persentase jawaban. Teknis analisis dilakukan analisis menggunakan analisis SWOT (Strengths, Weakness, Opportunities, Threathis). Pola kemitraan yang diterapkan oleh PT. WCN dalam pengelolaan hutan rakyat di Desa Dadapan dalam bentuk bantuan bibit gratis dan penyuluhan mengenai penjualan kayu. Tingkat keberhasilan dalam program kemitraan yang dilakukan oleh PT. WCN sebagian belum berhasil. Hal ini dilihat dari program bibit gratis dan program penyuluhan yang tidak merata ke petani, sehingga tidak dirasakan oleh petani. Harapan petani hutan rakyat terhadap PT. WCN diantaranya: a). Bantuan bibit dan pupuk gratis secara merata, b). Pendampingan secara intensif, c). fasilitas dalam penjualan kayu, d). Kenaikan harga kayu, e). Sosialisasi informasi terbaru harga kayu. Strategi dalam pembangunan hutan rakyat pola kemitraan Desa Dadapan dapat dilakukan dengan: a). pelatihan dan penyuluhan yang merata ke seluruh petani, b). Membuat kelompok pedagang kayu, c). Mengkuatkan kembali isi perjanjian, d). Adanyanya media komunikasi dan sosialisasi kelompok tani, e). Adanya monitoring dan evaluasi kemitraan, f). Melakukan pelaksanaan program kredit tebang kayu sengon.

Timber management industry make a partnership with community forest farmers to meet the sufficiency of raw materials. One of the companies that implement the partnership is PT. Wana Light Nugrahan (PT.WCN) with Farmers Group Mardi Kismo. This research aims to: 1). Partnership system applied by the PT. WCN in the management of comunity forests in the Dadapan village, 2). The success rate in the partnership program conducted by PT. WCN on community forest in the Dadapan village, 3). The desire of farmers to PT. WCN, 4). Formulate a strategy for the development of the partnership. The method used in this research is by using a survey method with a quantitative approach. Technical data retrieval is done by observation, interview, summarize the answer, and did the percentage of answers. Technical analysis is done using a SWOT analysis (Strengths, Weakness, Opportunities, Threathis). Partnership system applied by the PT. WCN in the management of community forests in the Dadapan village assistance in the form of free seeds and counseling on the sale of timber. The success rate in the partnership program conducted by PT. WCN most successful yet. It is seen from the free seed program and uneven counseling programs to farmers, so it is not perceived by the farmers. This is due to the lack of approach so that farmers are not getting the information about the partnership. Expectation of community forest farmers to PT. WCN include: a). free seeds assistance and free fertilizer evenly, b). Intensive assistance, c). facilities in the sale of timber, so that the wood directly purchased by timber companies, d). The increase in the price of wood, e). Disseminating the latest timber prices. Strategies in the development of community forests partnership Dadapan village can be done by: a). training and extension evenly to all farmers, b). Creating timber merchants group, c). Revamp back the contents of the agreement, d). The existence of a medium of communication and dissemination of farmer groups, e). Monitoring and evaluation partnerships, f). Doing felling credit program implementation.
