IDENTIFIKASI PENGARUH WISATA BAHARI TERHADAP PERUBAHAN PENGGUNAAN LAHAN DAN KONDISI SOSIAL EKONOMI MASYARAKAT DI PULAU PRAMUKA TAMAN NASIONAL KEPULAUAN SERIBU

Tingginya tingkat kunjungan wisata di Pulau Pramuka mendorong pembangunan sarana prasarana penunjang aktivitas wisata sehingga menyebabkan terjadinya perubahan penggunaan lahan. Fenomena ini perlu ditinjau untuk melihat seberapa jauh perubahan penggunaan lahan yang terjadi sebagai acuan dalam memprediksi pola perubahan lahan dan memperkirakan ambang batas pembangunan agar daya dukung lahan dan lingkungan tetap terjaga. Keberadaan aktivitas wisata bahari juga memberikan pengaruh terhadap kondisi sosial ekonomi masyarakat. Pengaruh terhadap kondisi sosial ekonomi masyarakat perlu diketahui untuk mengantisipasi perubahan yang tidak diinginkan di masyarakat dan mengupayakan strategi pengembangan wisata bahari yang dapat berdampak positif bagi kelangsungan hidup masyarakat. Berdasarkan hal tersebut, maka tujuan dari penelitian ini adalah untuk a) mengidentifikasi pengaruh aktivitas wisata bahari terhadap perubahan penggunaan lahan di Pulau Pramuka tahun 2004-2008 dan b) mengidentifikasi pengaruh aktivitas wisata bahari di Pulau Pramuka terhadap kondisi sosial ekonomi masyarakat. Metode penelitian yang digunakan dalam penelitian ini adalah metode penelitian survei dengan pendekatan deskriptif kualitatif. Pengolahan data untuk tujuan pertama, dilakukan dengan analisis tumpang susun peta. Sementara itu, proses pengolahan data untuk menjawab tujuan kedua dilakukan dengan cara pengolahan data statistik deskriptif. Hasil penelitian ini menemukan bahwa perubahan jenis penggunaan lahan dan perubahan jenis fungsi penggunaan lahan di Pulau Pramuka tahun 2004-2008 sebagian besar didasari oleh motivasi wisata dan didominasi oleh perubahan penggunaan lahan dan perubahan fungsi penggunaan lahan dari lahan non terbangun menjadi sarana prasarana penunjang aktivitas wisata bahari dengan total luas perubahan penggunaan lahan sebesar 29.208 m 2 . Sebagian besar jenis perubahan penggunaan lahan adalah menjadi perumahan yang kemudian difungsikan sebagai homestay untuk mengakomodasi kebutuhan wisatawan. Wisata bahari mempengaruhi kondisi sosial dan kondisi ekonomi masyarakat di Pulau Pramuka dengan perubahan yang bersifat positif karena terdapat peningkatan pada kondisi sosial dan kondisi ekonomi masyarakat sesudah berkembangnya wisata bahari.

The high intensity of tourism visit in Pramuka Island lead to the varied development of marine tourism activities and encourage the development of supporting infrastructure of tourism activity that result in land use changes. This phenomenon needs to be reviewed to see how far the land use changes that occur as a reference in predicting the pattern of land use change and to estimate the threshold carrying capacity of the land and the environment. The existence of marine tourism activities also give an effect to the socio-economic conditions of society. The influence on the socio-economic conditions of the society need to be analyzed to anticipate undesirable changes in society and to pursue a marine tourism development strategy that can give a positive impact to the society. Based on this issue, the purpose of this study is to a) identify the influence of marine tourism activity to the land use changes in Pramuka Island in 2004-2008 and b) identify the influence of marine tourism activities in the Pramuka Island on the socio-economic conditions of the society. The method that used in this study is a survey research methods with qualitative descriptive approach. Data processing for the first objective is performed by map overlay. Meanwhile, the data processing for the second objective is performed by descriptive statistics. The results of this study found that the land use changes and the land use function changes in Pramuka Island in 2004-2008 largely based on tourism motivations and dominated by the changes of land use and land use functions from the non-functional land into supporting infrastructure of marine tourism activities with total area of land-use changes is 29.208 m 2 . Most of these types of land use change are becoming housing which then functioned as a homestay to accommodate the needs of tourists. Marine tourism affects social and economic conditions of the society in the Pramuka Island positively because there is an increasing on social and economic condition of the society after the development
