Implementasi Kebijakan Strategis Perencanaan Pengembangan Sumber Daya Manusia pada Sektor Pendidikan antara lain dimaksudkan untuk mengatasi rendahnya kualitas SDM di sektor pendidikan maupun sektor lainnya dengan memahami kondisi eksistensi masyarakat setempat, pegawai negeri sipil di lingkungan dinas pendidikan, dan sarana prasarana pendidikan, serta pemetaan SDA sebagai modal utama perencanaan pengembangan SDM Papua yang berkualitas handal di masa mendatang. Hal ini dilakukan dengan cara membangun kerja sama dengan stakeholders di Papua dan di luar Papua, beberapa perguruan tinggi dan lembaga bahasa asing, serta yayasan-yayasan di Indonesia dengan menyediakan beasiswa bagi siswa, mahasiswa, dan Pegawai Negeri Sipil dengan memanfaatkan dana otonomi khusus. Pendidikan dapat ditempuh di dalam dan di luar negeri. Kebijakan ini sangat tepat untuk dilanjutkan karena sangat membantu masyarakat menyekolahkan para putra-putrinya. Penelitian Komparasi Kebijakan Strategis Perencanaan Pengembangan SDM Sektor Pendidikan dilaksanakan di Kabupaten Jayapura dan Pegunungan Bintang. Instrumen penelitian yang digunakan adalah daftar pertanyaan (kuesioner) dan wawancara mendalam (depth interview). Responden penelitian meliputi Bupati/wakil, Kepala Bappeda, Kepala BKD, Kepala P&P, Ketua KNPI, pimpinan pendidikan swasta, pimpinan yayasan, kepala dewan adat di wilayah masing-masing. Proses perencanaan pengembangan SDM untuk semua sektor di kedua kabupaten tidak mengacu pada pemahaman akan dimensi filosofis, antropologis dan sosiologis manusia Papua, geografis dengan potensi SDA, dan sejarah pendidikan missionaris masa pemerintahan Belanda. Hal ini terbukti dari (a) belum teridentifikasinya ketersediaan SDM yang dibutuhkan untuk perencanaan dan pengembangan SDM secara umum baik kuantitas dan kualitas; (b) belum teridentifikasinya tingkat kebutuhan SDM sektor pendidikan baik secara kuantitas dan kualitas guna pembangunan pendidikan untuk jangka pendek, menengah, dan jangka panjang; (c) belum teridentifikasinya berbagai permasalahan yang dihadapi dalam pengembangan dan peningkatan daya saing SDM di semua sektor pembangunan menghadapi tantangan secara lokal, nasional, regional dan internasional; (d) tidak adanya keterpaduan kebijakan antar Dinas dan Badan dalam pengembangan SDM. Di kedua kabupaten yang menjadi objek kajian tersebut, terdapat faktor pendukung pengembangan SDM seperti eksistensi masyarakat; PNS di lingkungan dinas pendidikan; sarana dan prasarana dan ketersediaan sumber daya alam. Sedangkan faktor penghambat seperti eksistensi masyarakat dan PNS; sarana dan prasarana pendidikan; isolasi daerah dan aksesibilitas; optimalisasi pengelolaan penganggaran pendidikan, dan faktor politik. Semua unsur pendukung pengembangan SDM belum mendapat perhatian serius guna meminimalisir faktor penghambatnya. Kebijakan strategis pengembangan SDM sektor pendidikan maupun sektor lainnya selalu didominasi oleh kepentingan politik secara tersistematis sehingga dapat mempersulit terwujudnya good governance sesuai dengan visi dan misi pembangunan pada masing-masing daerah maupun visi pembangunan secara nasional.

The implementation of strategic policy on the human resource development plan in educational field, among others aim to resolve the low-quality of human resource in educational field and other fields by comprehending the existence condition of local people, civil servant in the field of local education office and the facilities of education and the mapping of natural resource as the basic foundation for developing the qualified of human resource in Papua in the future time. It is done by securing the cooperation with stakeholders in Papua and outside Papua, several higher academic institutions, as well as the foundations in the Indonesia that provide scholarship for student, civil servant by the support of self-authorized fund. The education process can be conducted in abroad. This policy is very suitable to be continued since its roles of assisting the society for putting their children in school process. The research about the comparative study on the strategic policy for the development plan of human resource in the field of education is conducted within the local regions of Jayapura and Local region of Pegunungan Bintang. The instruments employed for the research are list of question (questioner) and the depth interview. The respondents for this research cover the head of local region, the vice head of local region, the head the local office for regional development plan, the head of local office for local employment, the head of local office for education and teaching, the head of national youth committee, the head of private education institution, the head of education foundation and the head of traditional board in each region. The planning process of human resource development for all fields in both of regions does not refer to the comprehension on philosophical, anthropological and sociological dimension of human being in Papua, the relation between geographical condition and the history of education during the reign of Dutch colonizer. This is proved from the following points : a) the availability of necessary human resource for the planning and the development of human resource in generally both in quantity and quality aspects is not yet identified; b) the level of human resource necessity both in the term of quality and quality for the short –term, medium-term and long-term is not yet identified ; (c) the various problems encountered in developing the human resource and local capacity in human resource competition in all sectors in order to face local, national and regional challenge is not yet identified ; (d) there is not found any match between the policy issued by the local bodies and the national bodies for human resource development. In both of regions that are taken to be object of research, there are found the supporting factors for human resource, such as: the existence of local community, civil servants in the official environment of education body; the facilities and the availability of natural resource. While, the impeding factors found, such as : the existence of local community and civil servant; the facilities of education ; the isolated region and accessibility; optimalization of education budget management and political factors .All supporting factors for developing human resource have not caught the serious attention in order to minimalize the impeding factors. The strategic policy in developing the human resource in educational field and other fields is always dominated by systemized political interest, and then it later causes the difficulty in realizing of good governance in accordance to the vision and mission of local development plan and national development plan.
