MANIFESTASI GAGASAN BOLIVARIANISME DALAM PERLAWANAN BOLIVARIAN ALLIANCE FOR THE PEOPLES OF OUR AMERICA (ALBA) TERHADAP HEGEMONI AMERIKA SERIKAT DI AMERIKA LATIN

Salah satu pembahasan penting mengenai integrasi regional kontemporer di kawasan Amerika Latin adalah mengenai ALBA. Bolivarian Alliance for the Peoples of Our America ( dalam bahasa Spanyol, Alianza Bolivariana para los Pueblos de Nuestra América, disingkat ALBA) merupakan organisasi regional dan sekaligus sebagai platform kerjasama regional bagi negara-negara Amerika Latin dan Karibia. Selain sebagai proyek integrasi Amerika Latin pertama yang lebih mengedepankan aspek solidaritas dan kerjasama regional dibanding aspek perdagangan dan profit. Lahirnya ALBA tidak hanya menjadi respon terhadap proposal proyek liberalisasi pasar dan perdagangan bebas melalui kerangka Free Trade Area of Americas (FTAA) yang diusung oleh Amerika Serikat, namun sekaligus menjadi gerakan perlawanan terhadap hegemoni Amerika Serikat di Amerika Latin yang telah berlangsung demikian lama. Gerakan perlawanan ALBA ini mengusung gagasan Bolivarianisme yang merupakan warisan pemikiran dan praktik politik Simon Bolivar sebagai payung ideasional. Dengan menggunakan metode penelitian kualitatif, penelitian ini berusaha untuk menjelaskan bagaimana gagasan Bolivarianisme tersebut dimanifestasikan dalam gerakan perlawanan terhadap hegemoni Amerika Serikat di Amerika Latin yang diusung oleh ALBA. Penelitian ini berangkat dari argumen awal bahwa sebagaim aspek ideasional, gagasan Bolivarianisme tidak hanya memberikan referensi terhadap model dan strategi perlawanan, namun lebih jauh ia juga menjadi payung ideologism bagi berbagai kebijakan ekonomi politik yang dikembangkan oleh ALBA. Dari penelitian ini kemudian ditemukan bahwa sebagai gerakan perlawanan, ALBA mengedepankan model perang posisi yang menempatkan pertarungan gagasan sebagai metode perlawanan terhadap hegemoni Amerika Serikat. Model perlawanan ini berujung pada perumusan dan universalisasi gagasan alternatif dalam konteks yang lebih materil seperti lahirnya berbagai kebijakan ekonomi politik alternatif dalam ALBA. Kebijakan ekonomi politik alternatif seperti lahirnya struktur Dewan Social (Social Council), Dewan Gerakan Social (Social Movement Council) dalam tubuh ALBA, implementasi kebijakan People’s Trade Treaty yang bervisi perdagangan berkeadilan serta inisiatif integrasi energi alternatif melalui Petroamerica kemudian dilihat sebagai manifestasi nyata gagasan Bolivarianisme yang mengusung nilai-nilai kebaikan bersama, seperti pentingnya pembebasan nasional dan pembangunan manusia. Gagasan Bolivarianisme juga memberikan referensi mengenai pentingnya pembangunan Blok Historis dalam upaya untuk menguniversalisasi gagasan transformasi sosial.

One of the important discussion about contemporary regional integration in Latin America is the ALBA. Bolivarian Alliance for the Peoples of Our America (in Spanish, the Alianza Bolivariana para los Pueblos de Nuestra América, abbreviated ALBA) is a regional and regional cooperation as well as a platform for countries in Latin America and the Caribbean. Apart from being the first Latin American integration project is more advanced aspects of regional solidarity and cooperation rather than aspects of trade and profit. The birth of ALBA is not only a response to project proposals of market liberalization and free trade within the framework of the Free Trade Area of the Americas (FTAA) promoted by the United States, but at the same time a resistance movement against U.S. hegemony in Latin America that has lasted so long. ALBA is carrying the resistance movement Bolivarianism idea that is the legacy of political thought and practice as an umbrella ideational Simon Bolivar. Using qualitative research methods, this study seeks to explain how the notion of Bolivarianism is manifested in the resistance movement against U.S. hegemony in Latin America promoted by ALBA. This study departs from earlier arguments that the ideational aspect, the idea of Bolivarianism not only provide references to models and strategies of resistance, but further it also became the ideological umbrella for various political economic policies developed by the ALBA. From this study it was found that as a resistance movement, ALBA is implementing the strategy of War Position that puts the ideas battle as a method of resistance against U.S. hegemony. The model of this resistance led to the formulation and universalization of alternative ideas in the context of a material such as the establishment of an alternative political economic policies in ALBA. The alternative political economic policies such as the establishment of the structure of the Social Council, Social Movement Council within the ALBA, implementation of People's Trade Treaty with vision of fair trade and the initiatives of alternatives energy integration through Petroamerica then seen as manifestation of the Bolivarianism idea that carrying the values of the common good, such as the importance of national liberation and human development. The Bolivarianismidea also provide references to the importance of the development of Historical Bloc in a bid to universalize the idea of social transformation.
