Penelitian ini membahas tentang desentralisasi dan perimbangan keuangan antara pemerintah pusat dan daerah, yaitu studi kasus pada problem bagi hasil pengeboran tenaga panas bumi di Pemerintah Kabupaten Banjarnegara. Penelitian ini bertujuan untuk mengetahui mengapa sampai sekarang Pemerintah Kabupaten Banjarnegara belum memperoleh dana bagi hasil dari pengelolaan SDA panas bumi yang dimilikinya dan kontestasi kepentingan dalam pemanfaatan dana bagi hasil SDA yang akan diperoleh oleh Pemerintah Kabupaten Banjarnegara apabila sudah terealisir. Metode Penelitian yang digunakan adalah metode penelitian deskriptif kualitatif dengan menganalisis hasil wawancara, data primer maupun data sekunder yang diperoleh selama penelitian di Pemerintah Kabupaten Banjarnegara. Logika teoritis yang melandasi penelitian ini bahwa problem dana bagi hasil SDA terjadi dalam konflik kewenangan antara pemerintah pusat dan pemerintah daerah. Desentralisasi dan perimbangan keuangan pemerintah pusat-daerah membentuk struktur kewenangan yang jelas dan memberikan keadilan bagi semua pihak demi tercapainya kemakmuran rakyat. Dari hasil penelitian dapat disimpulkan bahwa Pemerintah Kabupaten Banjarnegara mempunyai problem terkait belum diperolehnya dana bagi hasil dari pengelolaan SDA panas bumi yang dimilikinya. Problem tersebut terjadi karena implementasi dari otonomi daerah dan desentralisasi fiskal belum dapat memberikan kewenangan yang cukup luas dan adil bagi daerah dalam penyelenggaraan pembangunan di daerahnya. Hal ini bisa ditunjukkan dengan kewenangan yang sangat minimal dari Pemerintah Kabupaten Banjarnegara dalam mengatur kebijakan dalam pengelolaan panas bumi yang ada di daerahnya. Dana Bagi Hasil dari pengeboran tenaga panas bumi di Kabupaten Banjarnegara belum diperoleh karena berdasarkan kontrak bahwa perusahaan akan memberikan bagi hasil kepada pemerintah daerah ketika Net Operating Income (NOI) sudah terlampaui. Sedangkan berdasarkan data yang diperoleh selama penelitian, perusahaan belum bisa mencapai NOI karena masih merugi. Belum ada perencanaan secara resmi tentang pemanfaatan DBH dari pengeboran tenaga panas bumi apabila nantinya terealisir. Dana Bagi Hasil dari panas bumi yang akan terealisir nantinya akan membaur dalam APBD dan belanjanya dapat digambarkan dari pola APBD yang telah dijalankan selama ini. Analisis terhadap pola belanja dari APBD Pemerintah Kabupaten Banjarnegara belum menunjukkan pola belanja yang efektif digunakan untuk sebesar-besar kemakmuran rakyat. Rekomendasi dari hasil penelitian ini adalah agar pelaksanaan desentralisasi fiskal dan perimbangan keuangan berjalan dengan baik, perlu dirubah mekanisme, proses serta kewenangan daerah sehingga tercipta hubungan yang baik antara pusat dan daerah dan tujuan desentralisasi fiskal dan perimbangan keuangan untuk memberikan kemakmuran rakyat lebih cepat terwujud. Pemerintah Kabupaten Banjarnegara perlu membuat perencanaan dan pedoman dalam pelaksanaan dana bagi hasil dari pengeboran tenaga panas bumi yang nantinya terealisir secara komprehensif sehingga nantinya dana bagi hasil tersebut dapat digunakan untuk sebesar-besarnya kemakmuran rakyat.

This research discusses the decentralization and financial balance between central and local government, a case study on the problem of revenue sharing of geothermal drilling in the Government District of Banjarnegara. This research aims to find out why the Government District of Banjarnegara have not get the revenue sharing from the geothermal resources that they have and the contestation of interest in the utilization of revenue sharing from natural resources to be gained by the Government District of Banjarnegara if it is already realized. The research method used is a qualitative descriptive of research methods to analyze the results of interviews, primary data and secondary data obtained during research on the Government District of Banjarnegara. Theoretical logic underlying this research is the problem of revenue sharing from the natural resources occurred in the conflict of authority between central and local governments. Decentralization and fiscal balance between central-local government establish clear authority structure and provide justice for all parties to achieve prosperity of the people. From the research results can be concluded that the Government District of Banjarnegara has problem related to have not been getting revenue sharing for the result of the exploitation of the geothermal natural resources that is belong to them. This Problem occurs because the implementation of regional autonomy and fiscal decentralization has not been able to give the authority a pretty broad and fair for the local government in organizing development in the regions. This can be demonstrated to the authority of Banjarnegara District Government is very minimal in regulating policy in the management of the geothermal in the regions. Revenue sharing from geothermal in Banjarnegara district has not been obtained because it is based on contracts that the company will provide to the local government when results for Net Operating Income (NOI) was exceeded. Whereas on the basis of data obtained during the study, the company has not been able to reach the NOI due to still lose money. There has not been formal planning about the utilization of revenue sharing of drilling for geothermal power when it has been realized. Revenue sharing from geothermal would later be mixed in the budgets and budget expenditures can be described from the pattern of budgets that have been executed so far. Analysis of the pattern of expenditure budgets of the Government District of Banjarnegara has not shown an effective expenditures patterns used for most people's prosperity. Recommendations from this research is in order for the implementation of fiscal decentralization and financial balance goes well, it needs to be revamped mechanism, as well as local authority so that the process created a good relationship between the centre and the local goverment so that the fiscal decentralization and financial balance purposes to give people's financial prosperity more quickly been realized. The Government District of Banjarnegara need to make planning and guidance in the implementation of revenue sharing for the results of drilling geothermal power which later been realized comprehensively so that the revenue sharing in the future can be used for most of the people's prosperity.
