Terjadi konflik antara Orang-Orang Cubung (petani) dengan pemerintah (negara) terkait kebijakan penambangan pasir besi di pesisir selatan Kabupaten Kulon Progo, Provinsi Daerah Istimewa Yogyakarta (DIY). Zaman yang sudah berubah menjadi demokratis mendesakkan perspektif baru dalam upaya menemukan akar penyebab konflik ini. Bukan lagi politik, sosiologi, ekonomi, budaya, dan agama melainkan kebijakan itu sendirilah yang kini menjadi perspektif sentral dalam upaya menemukan penyebabnya. Bagi zaman demokratis, penyebab konflik antara petani vs negara tidak akan pergi jauh dari persoalan pengkomunikasian kebijakan diantara keduanya.

The was a conflict between Orang-orang Kecubung (Farmers) and the government (state) of the policy on the iron ore mining in the coastal area of Kulon Progo district of the Special Region of Yogyakarta. In the era of democracy offered new perspective in the effort to find out the causal factors of the conflict. It was not politics, sociology, economics, culture, and religions that became central perspective in finding out the causal factors, but the policy itself. In the era of democracy the causal factors of the conflict between the farmers vs. state were insperable of the matters appertaining to the communicatin of the policy between the two parties. Key words: the meaning of coastal land, communicating policy and conflict.
