EVALUASI PELAKSANAAN PELAYANAN INFORMASI OBAT DI UNIT PIO RSUP. Dr. WAHIDIN SUDIROHUSODO MAKASSAR SULAWESI SELATAN

Latar Belakang : Permasalahan di negara-negara berkembang, selain hanya terdapat sedikit pusat informasi obat efektivitasnya dalam memberikan informasi obat juga masih diragukan karena berbagai alasan. Beberapa dari pusat informasi ini terkendala oleh kurangnya dana, kurangnya staf yang terlatih, keterbatasan literatur, jurnal penelitian obat terbaru masih sangat terbatas, kurangnya informasi terapi, sistem dokumentasi yang buruk serta penyebaran informasi yang sangat rendah, sehingga akan merugikan pasien baik dari aspek kesehatan maupun ekonomi, untuk itu diperlukan jaminan kualitas atas layanan informasi obat yang diberikan. Unit Pelayanan Informasi Obat (PIO) di RSUP Dr. Wahidin Sudirohusodo Makassar difungsikan sejak tahun 2004, sejauh ini belum pernah dilakukan evaluasi untuk menilai efektivitas pelaksanaan pelayanan informasi obat di unit PIO. Tujuan : Penelitian ini secara umum bertujuan untuk mengevaluasi efektivitas pelaksanaan kegiatan pelayanan informasi obat di unit PIO RSUP Dr. Wahidin Sudirohusodo Makassar. Metode : Penelitian ini merupakan penelitian deskriptif analitik, dengan rancangan case study. Data dikumpulkan berupa data primer dan data sekunder. Hasil penelitian : Berdasarkan SK.nomor HK.01.DJ.11.093 Kementerian Kesehatan RI, tentang Pedoman Pelayanan Informasi Obat di Rumah Sakit yang digunakan sebagai acuan evaluasi, diperoleh hasil bahwa pelaksanaan kegiatan di unit PIO, sudah berjalan sesuai dengan standar. Kebijakan rumah sakit, kelengkapan sarana prasarana, SDM secara kualitas sudah memenuhi persyaratan, akan tetapi SDM secara kuantitas, masih sangat minim, lokasi unit PIO yang kurang strategis dan sering berpindah-pindah serta anggaran yang masih belum memadai sehingga pelaksanaan kegiatan di unit PIO RSUP Dr. Wahidin Sudirohusodo tidak dapat berjalan dengan maksimal. Hasil kualitas informasi obat berdasarkan analisis kinerja, dan umpan balik penerima informasi, bahwa unit PIO masih perlu meningkatkan kinerjanya dalam pelayanan informasi obat kepada masyarakat rumah sakit dan pasien, sedangkan hasil kuesioner pasien, menyatakan puas akan layanan informasi obat di RSUP Dr. Wahidin Sudirohusodo Makassar. Efektivitas pelayanan informasi obat di unit PIO belum sepenuhnya efektif. Kesimpulan : Pelaksanaan pelayanan informasi obat di unit PIO RSUP Dr. Wahidin Sudirohusodo sudah sesuai dengan Pedoman Pelayanan Informasi Obat di Rumah Sakit, akan tetapi implementasi kegiatan masih belum maksimal, sehingga diperlukan peningkatan kinerja di unit PIO RSUP Dr. Wahidin Sudirohusodo Makassar.

Backgrounds: Current problems in developing countries is the limited availability of drug information center and the activities are even more questionable. Some of these information centers were obstacled by minimum budget, lack of well-trained staffs, limitation of literature, inavailabity of research-based drugs periodically, the lack of therapeutic informations periodically, poor documentation system and the low level of information distribution. These may lead to incorrect, biased and limited information so they may contribute to poor outcome of patients’ health and economy. Therefore, the guarantee of quality for drug information service is important. Drug information service unit in Dr. Wahidin Sudirohusodo General Hospital Makassar had carried out its function since year 2004. To date, no evaluation had been carried out to assess the practice of drug information service in drug information service unit. Therefore, a research should be conducted. Objective: Generally the research aimed to evaluate the practice of activities of drug information service in drug information service unit in Dr. Wahidin Sudirohusodo General Hospital Makassar. Methods: This research was an analytic descriptive research with case study design. Data were collected as primary and secondary data. Results: Based on SK.nomor HK.01.DJ.11.093 Kementerian Kesehatan RI, that issued Guideline of Drug information service in The Hospital that was employed as standard of evaluation, it was found that the practice of drug information services activities had been conducted as standard. The policy of the hospital, the availabity of facilities, and human resources in qualitative term had all met the requirements. However, quantitatively, human resources were still minimal. Location of PIO was not strategic and was repeatedly moved. The available budget was not yet adequate. As a result, the practice of activities in drug information service in the unit in Dr. Wahidin Sudirohusodo General Hospital could not be conducted maximally. The result of working performance analysis and feedback from the information recipients stated that the PIO unit still needed to improve its performance in drug information service for the hospital community and patients, while the result of patients questionnaire, stated that they’re satisfied about the drug information service in Dr. Wahidin Sudirohusodo General Hospital Makassar. The effectiveness of drug information science in the drug information service unit not fully effective. Conclusion: The practice of drug information service in Dr. Wahidin Sudirohusodo General Hospital had complied the guideline from Pedoman Pelayanan Informasi Obat di Rumah Sakit, but the implementation of activities was not yet maximum. Improvement of working performance in drug information service unit in Dr. Wahidin Sudirohusodo General Hospital Makassar still needed to be carried out.
