Penelitian ini bertujuan untuk melakukan analisis penerapan strategi outsourcing pada proyek PLTU Kalimantan Selatan dalam rangka mengatasi permasalahan yang sedang dihadapi tim proyek saat ini, yaitu : keterbatasan jumlah sumber daya manusia untuk menangani pekerjaan mekanikal dan elektrikal, keterbatasan kompetensi atau keahlian yang dimiliki perusahaan dalam bidang mekanikal dan elektrikal, serta keterbatasan kemampuan keuangan perusahaan untuk membiayai proyek. Outsourcing merupakan keputusan perusahaan untuk tidak melaksanakan aktivitas-aktivitas tertentu dalam rantai nilai secara internal, tetapi mengalihkan aktivitasaktivitas tersebut kepada pihak ketiga. Manfaat yang akan diperoleh dari penerapan outsourcing adalah : meningkatkan fokus perusahaan, memanfaatkan keahlian penyedia jasa, mempercepat keuntungan dari proses reengineering, membagi resiko kepada pihak ketiga, mengalihkan sumber daya perusahaan untuk keperluan lain, memperoleh modal kerja, menciptakan dana segar, menghemat biaya overhead, menurunkan biaya operasi, memperoleh sumber daya yang tidak dimiliki perusahaan, serta memecahkan permasalahan yang sulit dalam pelaksanaan. Penerapan outsourcing pada pekerjaan mekanikal dan elektrikal merupakan strategi yang tepat dalam mengatasi permasalahan yang dihadapi, dengan alasan : perusahaan akan memperoleh sumber daya manusia yang disediakan oleh penyedia jasa, perusahaan dapat memanfaatkan kompetensi atau keahlian yang dimiliki oleh penyedia jasa untuk menyelesaikan pekerjaan di luar kompetensinya, serta perusahaan dapat memanfaatkan modal sendiri untuk keperluan lain. Dalam penerapan outsourcing perlu digunakan metode yang tepat, agar tujuan outsourcing dapat tercapai sesuai kebutuhan perusahaan. Langkah-langkah dalam penerapan outsourcing adalah : perencanaan outsourcing, pemilihan strategi outsourcing, analisis biaya, pemilihan penyedia jasa, transisi sumber daya alat, dan pengelolaan hubungan.

The research was proposed to analysis implementation of outsourcing strategy to solve problems have been faced the project team at this moment within completing construction project of The Coal Fire Steam Power Plant Project at South Kalimantan. The intended problems are consist of limitation on the company human resources to perform scope of mechanical and electrical works, limitation of the company competence or qualification to perform scope of mechanical and electrical works, and limitation of the company financial capability to complete the project. Outsourcing is a decision to abandon to perform certain activities within value chain internally and instead to farm them out to outside specialist. Benefits of outsourcing implementation are to increase company focus, to exploit the service provider competence or expertness, to accelerate advantages from reengineering process, to share the risk, the company enables to shift their resources to other main activities, to obtain working capital, to create cash money, decrease overhead cost, reduce operational expenses, to fulfill lack of required resources, and to solve difficult problems. Implementation of outsourcing strategy for mechanical and electrical works is the best solution to solve the problems. The reasons are company will obtain human resources needed to perform such works, company can exploit the service provider competence to complete such works, and company will get capital to complete such works from service provider, so that company working capital can be applied to other activities. Within implementing the outsourcing strategy, it should be applied the appropriate method in order to obtain a result comply with intended company objectives. The outsourcing steps are consist of outsourcing plan, establishment of outsourcing strategy, cost analysis, determination of the relationship management.
