Program Community Based Development (CBD)-Bali Sejahtera merupakan program penanggulangan kemiskinan berbasis desa pakraman yang dilakukan secara partisipatif oleh krama adat dan prajuru desa pakraman. Penentuan desa penerima bantuan program ini haruslah memenuhi beberapa kriteria penilaian yang sudah ditentukan. Terdapat 11 (sebelas) kriteria penilaian dengan subkriterianya masing- masing. Hasil akhir perhitungan berupa nilai total tiap desa dipengaruhi oleh nilai dari bobot kriteria, bobot preferensi, sifat subkriteria. Nilai total terbesar adalah desa yang layak mendapatkan prioritas bantuan. Setelah pengujian sistem dilakukan ternyata hasilnya sesuai dengan hasil dilapangan, dimana desa yang ada pada peringkat/rangking sepuluh besar memang selama ini mendapatkan bantuan program CBD Bali Sejahtera. Sistem pendukung keputusan yang dikembangkan dalam penelitian ini menggunakan metode Topsis (Technique for Order Preference by Similarity to Ideal Solution). Topsis didasarkan pada konsep dimana alternatif terpilih yang baik tidak hanya memiliki jarak terpendek dari solusi ideal positif, namun juga memiliki jarak terpanjang dari solusi ideal negatif, konsepnya sederhana dan mudah dipahami, komputasinya efisien, dan memiliki kemampuan untuk mengukur kinerja relatif dari alternatif-alternatif keputusan dalam bentuk matematis yang sederhana.

The Community Based Development (CBD)-Bali Sejahtera Program is the poverty overcoming program for villages which is done by krama adat (villagers) and prajuru (village functioners). The villages that received this program must fulfill some determined criteria. There were 11 (eleven) main criteria with their sub-criteria. The final result was the total value of every village influenced by the value from the criteria quality, the preference quality, and the sub-criteria characteristics. The highest total value was taken by the village that deserve to get the priority of donation. After the system test has been done, the result was suitable with the field result, in which the villages belong to the top ten rank have received the donation from CBD Bali Sejahtera program. The decision support systems developed in this research used the Topsis (Technique for Order Preference by Similarity to Ideal Solution) method. This method is based on the concept in which the best alternative chosen, not only has the shortest distance from the positive ideal solution, but also has the longest distance from the negative ideal solution. The concept is simple and easy to understand, has efficient computation, and has the ability to determine relative performance from the some alternative decisions in the form of simple calculation.
