Model CIPP untuk meningkatkan evaluasi Program di DInas Tenaga Kerja Propinsi Riau

Penelitian menggunakan pendekatan action research . Pengumpulan data awal menggunakan wawancara dan studi literatur. Hasil studi memperoleh model CIPP sebagai model yang dapat digunakan dalam usaha meningkatkan evaluasi program. CIPP adalah model evaluasi dengan empat fungsi evaluasi yakni evaluasi context, evaluasi input, evaluasi process, dan evaluasi product (Stufflebeam, 1967). Model CIPP kemudian diinformasikan kepada penyelenggara program. Hasilnya disepakati bahwa model CIPP akan di uji cobakan. Uji coba dilaksanakan pada bulan November tahun 2006 oleh dua orang evaluator, yaitu evaluator internal dan evaluator eksternal. Uji coba model CIPP kemudian di evaluasi. Evaluasi mengukur dua hal yaitu (1) komprehensifitas dan tingkat kedalaman hasil evaluasi model CIPP, (2) kemungkinan penggunaan kembali model CIPP untuk evaluasi program masa mendatang (intensi adopsi model CIPP). Alat pengumpul data evaluasi adalah kuesioner. Kuesioner diberikan kepada seluruh penyelenggara program (16 orang). Kuesioner mengukur perbedaan dua model evaluasi program, yaitu model evaluasi program lama (model evaluasi pelatihan Kirkpatrick) dan model evaluasi baru (model CIPP). Analisis data dengan teknik uji wilcoxon. Hasil analisis menunjukkan rerata evaluasi program model CIPP lebih tinggi (M = 110.75) daripada rerata evaluasi program model lama (M = 90.25) dengan nilai Z = 3.412 (p<0.001). Sebanyak 12 orang penyelenggara (75%) setuju bahwa model CIPP idealnya (aspirasi) digunakan kembali untuk evaluasi program di masa mendatang dengan porsentase kemungkinan penggunaan kembali (efficasy of feasibility) sebesar 40 – 60 %.
The objective of this study was to improve program evaluation in Man Power Department of Riau Province. This study used action research approach. Preliminary data was collected using interview and literature study. The study found that CIPP as a model can be used to improve program evaluation. CIPP was an evaluation model with four areas of evaluation: (1) context evaluation, (2) input evaluation, (3) process evaluation, and (4) product evaluation (Stufflebeam, 1967). The CIPP model was proposed to program organizer, and they agreed to conduct a try–out study using CIPP. The trial was done in November 2006 by two evaluators (internal and external evaluators). Report from the CIPP implementation was then evaluated by the program organizers. The evaluation measured two things: comprehensiveness and depth level of the CIPP result, and possibility of adoption of CIPP model to evaluate programs in the future (intension of adoption and efficacy of feasibility for implementing CIPP model). Questionnaire was given to all program organizers (16 persons). The questionnaire measured two different models of program evaluation, i.e.: the existing method (the Kirkpatrick model of training evaluation) and the CIPP model. Data was analyzed with wilcoxon test. The result indicated that CIPP gained higher score (M = 110.75) than the existing model (M = 90.25) with Z = 3.412 (p<0.001). Furthermore, 12 out of the 16 organizers (75%) agreed that CIPP was ideally used to evaluate program in the future, and the efficacy of feasibility for implementing CIPP model ranged to 40 – 60% according to the 16 organizers.
