Faktor-faktor yang mempengaruhi produksi dan konsumsi beras di Kabupaten Barito Selatan

Penelitian ini bertujuan untuk: (a) mengidentifikasi faktor-faktor yang mempengaruhi produksi dan konsumsi beras, (b) menganalisis kesenjangan antara produksi dan konsumsi beras, dan (c) menganalisi proyeksi produksi dan konsumsi beras. Metode analisis yang digunakan adalah analisis regresi berganda, analisis kesenjangan dan analisis trend. Hasil penelitian menyimpulkan bahwa faktor-faktor yang mempengaruhi produksi beras adalah luas panen dan jumlah curah hujan, sedangkan yang mempengaruhi konsumsi adalah jumlah penduduk, konsumsi beras per kapita dan pendapatan per kapita. Beras di Kabupaten Barito Selatan merupakan komoditas strategis dan elastisitas atas harga sendiri adalah inelastic yang mencirikan bahwa beras merupakan kebutuhan pokok. Masyarakat Kabupaten Barito Selatan berdasarkan analisis rasio kecukupan selama periode tahun 1983 – 2005 masih kesulitan memenuhi kebutuhan beras. Proyeksi total produksi dan total konsumsi beras di Kabupaten Barito Selatan untuk periode tahun 2006 – 2015 cenderung mengalami peningkatan, tetapi dilihat dari perimbangan masih kesulitan (minus) untuk memenuhi konsumsi beras, namun kecenderung kekurangan beras semakin berkurang.

The purposes of this research are (a) to identify factors influencing rice production and consumption, (b) to analyze gap between rice production and rice consumption, and (c) to analyze a projection of rice production and consumption. The methods of data analysis are multiple regression analysis, gap analysis, and trend analysis. The result of the research indicates that factors influencing rice production are the vast of harvest and rainfall, while ones influencing rice consumption are inhabitant amount, rice consumption per capita, and income per capita. Rice in South Barito Regency is a strategic commodity and the demand elasticity of price is inelastic, characterizing that rice is a basic need. Communities in South Barito Regency based on the analysis of sufficiency ratio at the period of 1983-2005 has still undergone difficulty in meeting the basic need of rice. The projection of total rice production and consumption in South Barito Regency for the period of 2006 – 2015 tends to increase, yet communities there are still difficult (minus) to meet the basic need of rice. But the trend of rice lack decreased.
