The Practice of environmental manageent in industrial zone :: Case study Sidoarjo Indonesia

Sidoarjo merupakan salah satu daerah industri terbesar di Provinsi Jawa Timur. Untuk menerima investasi di sektor industri, Pemerintah Kabupaten Sidoarjo menetapkan tiga zone industri yang disebut Sidoarjo Growth Pole Triangle. Salah satu zone industri tersebut adalah Zone Industri By Pass Krian. Selain dampak positif, keberadaan industri di zone tersebut juga membawa dampak negatif terhadap lingkungan. Penelitian ini bertujuan untuk menganalisa permasalahan tersebut dengan mendokumentasikan pelaksanaan pengelolaan lingkungan di Zone Industri By Pass Krian. Observasi lapangan dan interview dilaksanakan dalam rangka menilai system pengelolaan lingkungan yang diterapkan. Unit-unit informasi dalam penelitian ini adalah Pemerintah Kabupaten Sidoarjo dan perusahaan-perusahaan di Zone Industri By Pass Krian. Pemerintah mempunyai peran yang penting dalam perlindungan lingkungan, tidak hanya menyusun peraturan tetapi juga menerapkan pengelolaan linkungan melalui pengawasan dan pematauan. Kinerja perusahaan-perusahaan dalam menerapkan pengelolan lingkungan akan mempengaruhi kulaitas lingkungan di daerah tersebut. Penelitian ini menemukan bahwa system pengelolaan lingkungan di Zone Industri By Pass Krian dapat dikatakan hanya sebagai “symbolic environmental management system”. Pemerintah Kabupaten Sidoarjo telah melaksanakan tugasnya dalam melakukan pengawasan dan pemantauan di daerah tersebut sementara perusahaan-perusahaan telah melaksanakan pengelolaan lingkungan berdasarkan peraturan-peraturan lingkungan yang ada. Namun bagaimanapun juga, penerapan pengelolaan lingkungan hanya merupakan formalitas pentaatan terhadap peraturan. Pada kenyataannya polusi lingkungan masih saja terjadi dan system pengelolaan lingkungan terlihat masih belum mampu secara effectif mengatasi permasalahan lingkungan di Zone Industri By Pass Krian.

Sidoarjo is one of the largest industrial areas in the Province of East Java. To receive more investment, the Government of Sidoarjo Regency established three industrial zones that is called the Siborian Growth Pole Triangle. One of the industrial zones in Sidoarjo is the Industrial Zone of Krian By Pass. There are forty industries located there. Besides positive impacts, the existence of such industries in the Industrial Zone of Krian By Pass brings some negative impact as well to the environment. The research is aimed to explore this issue. It documents the practice of environmental management in the area. Field observations and interviews are conducted in order to assess the environmental management system in the area. Units of information in this research are the Local Government of Sidoarjo Regency and the companies in the Industrial Zone of Krian By Pass. The Government has important roles in protecting the environment. The role of the Government is not only in formulating laws and regulations but also in implementing environmental management through monitoring and controlling. The performance of the companies in implementing environmental management in the area will influence the quality of the environment. The research found that the environmental management system in Industrial Zone of Krian By Pass could be termed as “a symbolic environmental management system“. The Local Government of Sidoarjo Regency has implemented its duty in controlling and monitoring the area, while the companies in the area have practiced their environmental management based on the environmental policies in Sidoarjo However, such practices tend to be conducted to “formally” obey regulations and procedures. In fact, environmental pollution still occurs in the area. The existing environmental management system in the area seems to not be effective in dealing with negative environmental impact.
