Pura Besakih sebagai warisan dunia :: Kajian masalah manajemen sumber daya Arkeologi

Pura Besakih merupakan tempat peribadatan baik bagi umat Hindu di Bali maupun Indonesia. Dilihat dari sudut pandang sumber daya budaya, Pura Besakih memiliki nilai penting yang tinggi bagi sejarah, kebudayaan, arkeologi, arsitektur, sosial, ekonomi, dan perkembangan ilmu pengetahuan. Mengingat nilai penting dan potensi Pura Besakih itu, pemerintah Indonesia berupaya melestarikan Pura Besakih dengan menominasikannya dalam daftar warisan budaya dunia. Apalagi, Pura Besakih memenuhi kriteria dan persyaratan sebagai warisan budaya dan alam dunia dari UNESCO. Upaya pemerintah pusat untuk menominasikan Pura Besakih tersebut tidak disetujui oleh pemerintah daerah dan sebagian masyarakat Hindu Bali. Mereka beranggapan apabila Pura Besakih dinominasikan sebagai warisan budaya dunia maka kegiatan keagamaan yang telah dilaksanakan berabad-abad di pura itu akan terganggu. Selain itu, kesucian Pura Besakih akan menjadi berkurang. Perbedaan pendapat antara pemerintah pusat dengan pemerintah daerah dan sebagian masyarakat Hindu Bali dengan sendirinya menimbulkan konflik. Dalam tesis ini, latarbelakang yang memunculkan masalah nominasi Pura Besakih menjadi warisan budaya dunia akan diungkapkan. Sesuai dengan masalah yang dihadapi untuk dapat memahami masalah itu lebih mendalam dilakukan analisis konflik. Dari kajian yang dilakukan dengan wawancara, observasi partisipatif, dan kajian pustaka dalam tesis ini dapat diungkapkan beberapa pokok persoalan yang melatarbelakangi masalah penolakan nominasi Pura Besakih menjadi warisan budaya dunia oleh pemerintah daerah dan sebagian masyarakat Hindu Bali. Hal-hal yang berhasil diungkapkan antara lain alasan pemerintah pusat menominasikan Pura Besakih, alasan penolakan pemerintah daerah dan sebagian masyarakat Hindu Bali, sejarah konflik, peta konflik, dan peran serta masyarakat baik dalam pengelolaan Pura Besakih maupun proses penominasiannya. Di samping itu, dalam tesis ini juga diajukan saran-saran pemecahan konflik dan upaya pengelolaan di masa depan.

Pura Besakih is the most sacred Hindu temple in Bali as well as in Indonesia. The temple is also one of the invaluable heritages for the whole Indonesian nation. This living monument has important value for history, culture, archaeology, architecture, social, economy, and the development of science. Therefore, in order to preserve the heritage, the Central Government of the Republic of Indonesia made an effort to put Pura Besakih in the World Heritage List. In addition, the government considered that the temple will meet the criteria and qualifications required by UNESCO to be listed as the world heritage of culture and nature. However, the Government’s effort to nominate the temple was not approved by Bali Provincial Government and some Hindu Balinese communities. They assumed if the temple was listed as the world cultural heritage, their religious activities which have been carried our for centuries would be annoyed and it would spoil the temple as a sacred place of Hinduism. Such different perspective between the Central Government in one hand and the Bali Provincial Government and some Hindu communities had indeed opened conflict between the parties. In this thesis, the background for the problem in the nomination of Pura Besakih as world cultural heritage will be examined. Considering the situation, to obtain better understanding on the above problem, conflict analysis will be carried out. The data for this study were collected through interviews, participative observation, and library research. As the result, some of the background which were responsible for the raise of the conflict have been identified. Those are the reasons of the Central Government to nominate the temple for the world cultural heritage, the Bali Provincial Government and some Hindu communities reasons to refuse the nomination, the history of the conflict, the map of the conflict, and the degree of participation of the local communties in nomination process of the heritage. In addition, in this thesis, some recommendations for the management of Pura Besakih in the future are suggested.
