Proses Perdamaian di Poso :: Sebuah Analisis Kebijakan

Konflik Poso yang terjadi sejak Desember 1998 yang sarat dengan berbagai problematika merupakan tragedi kemanusiaan yang bersumber pada persoalan politik, ekonomi, soial budaya dan demografi dan secara terus menerus diintensifkan oleh sekelompok orang yang tidak menginginkan Poso damai. Sebagai pemantiknya adalah perkelahian antara dua orang pemuda yang kebetulan berbeda agama. Eskalasi konflik kemudian meluas bahkan sampai berjilid-jilid yang berakibat pada banyaknya korban, baik nyawa maupun harta benda. Belum lagi fasilitas-fasilitas publik yang banyak hancur. Berbagai upaya telah dilakukan oleh pemerintah, mulai dari dialog-dialog sampai dengan perjanjian-perjanjian pra Deklarasi malino antara kedua belah pihak yang bertikai , namun kesepakatan-kesepakatan damai itupun selalu di langgar kembali. Pada tanggal 20 Desember 2002 lahirlah kesepakatan yang dinamakan Deklarasi Malino yang di fasilitasi oleh Kantor Kementerian Kesra, yang telah berhasil merumuskan kesepakatankesepakatan damai diantara kedua belah pihak dan untuk melaksanakan implementasinya dibentuklah Pokja (Kelompok Kerja) untuk mensosialisasikan kesebelas butir kesepakatan Malino tersebut. Unit analisis dalam penelitian ini adalah Pemerintah Daerah Kabupaten Poso dan sebagai obyek penelitiannya adalah kebijakankebijakan mengatasi konflik. Untuk memperkuat hasilnya penelitian ini dilakukan dengan penerapan pendekatan penelitian konvensional yakni dengan cara pengumpulan data sekunder maupun primer, terutama yang berasal dari data-data yang sudah ada maupun melalui interview dan pengamatan lapangan juga wawancara serta dengan metode FGD (Focus Group Discution) dan studi kepustakaan. Efektivitas Perjanjian Malino dapat dilihat dari realisasi masingmasing kesepakatan tersebut untuk menyelesaikan konflik, maka penulis mengelompokkan masing-masing perjanjian tersebut dengan Tinggi 1,2,3,8 dan 10), Sedang (4,5 dan 6), Rendah (7 dan 9) yang kemudian dapat dilihat efektivitasnya pada tabel indikator efektifitas Hasil Analisis kebijakan menggunakan Metode Bardach diperoleh prioritas kebijakan yang harus didahulukan untuk mempercepat proses perdamaian di Poso adalah kebijakan penanganan pengungsi dan diikuti dengan adanya jaminan keamanan bagi penduduk serta penegakan hukum.

The conflict with lots of problems which occurred in Poso since December 1998, was a human tragedy which was rooted from political, economical, sosial, cultural and demographic problems. These problem eventually intensified by some people who did not want the peace to be peaceful. The trigger of the conflict was only a fight between two people who apparently have different religions. The scale of conflict got widen up to several chapters. The conflict caused a lot of victims from the both sides, the loss of possession, and also the destructions of many public facilities.The government has done many kinds of efforts, from dialogues to some deals betwen two conflicted sides, but this deals always broken until later on 20th of December 2002, there was a deal called The Declaration of malino which conducted by The Department of Public Wealth. The deal has formulated some peaceful deals between the two sides. For the implementation, Pakja (Kelompok Kerja) is formed to inform the public about the eleven points of the Malino deals. The unit of the analysis in this research is the government of kabupaten Poso, and the object of the research is their policy in overcoming the conflict. In order to strengthen the results, this research is done by applying the conventional research approach; collecting the primary or secondary data, especially those which already exist and through some interviews and observations, also the mehod of FGD (Focus Group Discussion), and library studies. The effectiveness of Malino deal can be seen from realization of each agreement inresolving the conflict. The writer classifies eac point of deal, High (1,2,3,8 and 10), Middle (4,5 and 6) and Low (7 and 9) in wich the indicators of effectiveness can be seen later on. The result of the policy analysis by using the Bardach method shows that the prior policy to fasten the process of peace in Poso is the policy to return the refugees, followed by law enforcement and the guarantee of security for the citizens.
