Penelitian ini bertujuan menjelaskan problematika kebijakan pembentukkan Propinsi Kepulauan Riau (Kepri). Sehubungan dengan itu ingin diketahui juga bagaimana dinamika proses kebijakan pembentukkan Propinsi Kepri. Problematika kebijakan pembentukkan Propinsi Kepri merupakan kendala atau hambatan yang menyebabkan tujuan kebijakan tidak dapat diimplementasikan sebagaimana mestinya. Dimana kendala atau hambatan tersebut berkaitan erat dengan proses pembuatan kebijakan dengan implementasi kebijakan Penelitian ini bersifat kualitatif dengan metode yang digunakan bersifat deskriptif dengan tujuan untuk memberikan gambaran tentang sesuatu kedaan secara objektif. Dengan metode tersebut digunakan beberapa teknik pengumpulan data seperti wawancara dengan tokoh-tokoh masyarakat dan elit politik di daerah Kepri, observasi di lapangan serta studi dokumentasi dan pustaka. Data-data yang telah dikumpulkan kemudian dianalisis untuk menggambarkan realitas yang sesungguhnya yang memperlihatkan hubungan sebab akibat. Data-data tersebut kemudian diinterpretasikan untuk mendapatkan makna serta analisis terhadap objek, persitiwa dan tindakan aktor. Hasil penilitian ini menunjukkan bahwa proses kebijakan pembentukkan Propinsi Kepri terkendala oleh persyaratan administratif-politik sebagai persyaratan atau mekanisme pemekaran daerah. Yakni tidak adanya persetujuan (rekomendasi) dari Gubernur dan DPRD Propinsi Riau serta resistensi Kabupaten Natuna untuk bergabung dengan Propinsi Kepri. Dalam proses pembuatan kebijakan, alasan-alasan objektif yang mendasari tidak adanya rekomendasi tersebut “tidak dibahas” secara tuntas sebab Pansus DPR-RI tentang Rancangan Undang-Undang (RUU) Propinsi Kepri lebih banyak mengakomudasi Pemerintah Pusat serta manuver-manuver politik yang dilakukan oleh pejuang pembentukkan Propinsi Kepri yang tergabung dalam Badan Persiapan Pembentukkan Propinsi Kepri (BP3KR). Akibatnya ketika kebijakan pembentukkan Propinsi Kepri akan diimplementasikan persoalan tersebut kembali menjadi masalah, sehingga menyulitkan Pemerintah Pusat untuk mempersiapkan perangkat peraturan teknis berupa Peraturan Pemerintah (PP) atau Keputusan Presiden (Kepres).

This research was purposed to explain problematic emerging in policy of establishment of Kepulauan Riau Province (Kepri). In addition, it was purposed to understand dynamics of policy process in establishment of Kepri Province. The problematic was an obstacle in achieving the policy purposes. The obstacle was closely related between the policy-making process and the policy implementation. This research was quantitative by using a descriptive method in order to figure out objectively a condition. Several techniques of data collection were carried out such as interview with public leaders and political elites in the Kepri, field observation, literature and documentation study. The collected data then were analyzed to figure out the reality showing causal relationships. The data then were interpreted in order to get meanings and were analyzed toward objects, events and actor behaviors. The research results showed that the policy process in establishment of Kepri Province was hampered by political-administrative requirements as requirements or mechanism in district division. The obstacles included that there was not a recommendation from Governor and Local Legislative Assembly of Riau Province and was a resistance of Natuna District to join into Kepri Province. In the policy-making process, the objective reasons why Governor and Local Legislative Assembly did not give recommendation were not conclusively discussed in the Special Committee of Indonesian Legistalive Assembly. The committee tent to accommodate the Central Government and political maneuvers done by establishment fighter of Kepri Province united in Preparation Body of Kepri Province Establishment (BP3KR). As results, the above problems reemerged when the policy was implemented. This made the Central Government face difficulties in preparing technical regulations such as Government Regulation or President Regulation.
