Analisis Formulasi Kebijakan Relokasi Pedagang Kaki Lima (PKL) Kawasan Malioboro Kota Yogyakarta

Penelitian ini berfokus pada analisis formulasi kebijakan relokasi pedagang kaki lima (PKL) di Kawasan Malioboro Kota Yogyakarta. Kebijakan relokasi ini sejak awal telah menimbulkan situasi problematik atas kurangnya tingkat penerimaan dari kelompok terdampak terhadap alternatif kebijakan yang dipilih pemerintah daerah hingga proses interaksi yang melibatkan berbagai pemangku kepentingan dalam merespon kebijakan yang ada. Tujuan penelitian ini adalah memahami proses perumusan kebijakan dan menjelaskan hubungan antaraktor saat pembuatan kebijakan relokasi PKL Kawasan Malioboro Kota Yogyakarta berlangsung. Penelitian ini melihat formulasi kebijakan relokasi PKL Kawasan Malioboro Kota Yogyakarta melalui dua pendekatan yaitu mixed scanning dalam menganalisis proses perumusan kebijakan relokasi dan institusionalisme pilihan rasional dalam menganalisis hubungan antaraktor dalam pembuatan kebijakan relokasi. Penelitian ini merupakan penelitian kualitatif dengan menggunakan metode studi kasus. Penelitian ini memanfaatkan dua sumber data yakni data primer melalui wawancara dan data sekunder melalui studi kepustakaan. Wawancara dilakukan kepada beberapa pemangku kepentingan yang terdiri dari Pemerintah Daerah DIY, Pemerintah Kota Yogyakarta, PKL Kawasan Malioboro, DPRD Kota Yogyakarta, dan LBH Kota Yogyakarta. Studi kepustakaan dilakukan melalui pengumpulan informasi yang berasal dari peraturan pemerintah, artikel media online, jurnal ilmiah, dan data statistik lainnya. Penelitian ini menunjukkan bahwa situasi problematik yang terjadi atas hadirnya kebijakan relokasi PKL Kawasan Malioboro Kota Yogyakarta disebabkan oleh dua hal. Pertama, adanya kelemahan dari pemilihan dasar pertimbangan saat proses perumusan kebijakan relokasi dirumuskan oleh pemerintah daerah. Kedua, situasi problematik tersebut juga disebabkan oleh ketiadaan mekanisme kelembagaan yang menjamin bahwa setiap pemangku kepentingan yang saling berinteraksi ketika proses pembuatan kebijakan dapat memaksimalkan tujuan dalam memengaruhi arah kebijakan relokasi.

This research focuses on the analysis of the relocation policy formulation of street vendors in the Malioboro Area of Yogyakarta City. From the beginning, the relocation policy has caused a problematic situation from the lack of acceptance from affected groups for the alternative policy chosen by the local government to the interaction process that involved various stakeholders responding to the policy. This research aims to conceive the formulation policy process and explicate the relationship between actors when making the relocation policy for street vendors in the Malioboro Area of Yogyakarta City. This research observes the relocation policy formulation of street vendors in the Malioboro Area of Yogyakarta City through two approaches, namely mixed scanning for analyzing the process of relocation policy formulation and rational choice institutionalism for analyzing the relationship between actors in relocation policy making. This research is qualitative research that uses the case study method. This research utilized two data sources, namely primary data through interviews and secondary data through library research. Interviews were conducted with several stakeholders consisting of the DIY Local Government, Yogyakarta City Government, Malioboro Area Street Vendors, Yogyakarta City Legislature, and Yogyakarta City Legal Aid Agency. Literature studies were conducted through data collection from government policy regulations, online media articles, scientific journals, and statistical data. This research shows that the problematic situation that happened with the relocation policy of street vendors in the Malioboro Area of Yogyakarta City is caused by two things. First, there is a weakness in the selection of the basis for consideration when the relocation policy formulation process is formulated by the regional government. Second, the problematic situation is also caused by the absence of an institutional mechanism that ensures every stakeholder who interacts with each other during the policy-making process can maximize the objectives in influencing the direction of the relocation policy.
