Kajian Implementasi Program Gandeng Gendong di Kota Yogyakarta

Penelitian ini dilakukan untuk mengetahui upaya penanggulangan kemiskinan di Kota Yogyakarta yang masih perlu didukung oleh program prioritas dengan alokasi anggaran yang didistribusikan secara merata melalui program kegiatan OPD. Upaya Pemerintah Kota Yogyakarta dalam melakukan pengentasan kemiskinan salah satunya melalui implementasi Program Segoro Amarto dan Gandeng Gendong. Saat ini, strategi pencapaian target pengentasan kemiskinan yang digalakkan adalah Program Gandeng Gendong melalui marketplace aplikasi Nglarisi akan tetapi tidak diikuti dengan pemerataan pendampingan dan distribusi pendapatan pada semua Kelompok Nglarisi. Penelitian ini bertujuan untuk mengkaji penanggulangan kemiskinan dan mengukur implementasi program Gandeng Gendong, serta menganalisis implikasi kolaborasi stakeholder yang terlibat. Hasil penelitian ini adalah: pertama, Program Gandeng Gendong telah menjadi program prioritas Pemerintah Kota Yogyakarta untuk pengentasan kemiskinan. kedua, implemtasi Program Gandeng Gendong belum optimal, ketiga, terdapat kompleksitas hubungan pada implikasi kolaborasi stakeholder mulai dari persoalan orientasi, belum terciptanya hubungan saling menggantungkan antar stakeholder, kepemimpinan kolektif belum terwujud, komunikasi multi arah belum tercipta, distribusi sumber daya manusia dan anggaran masih belum terbagi dengan baik, serta SDM dan SDA yang tersedia belum terdistribusi dengan efektif untuk pencapaian Program Gandeng Gendong di Kota Yogyakarta.

This research was conducted to determine the poverty reduction efforts carried out in Yogyakarta City which still need to be supported by a priority program with budget allocations evenly distributed through programs activities initiated by institutions. As an effort to alleviate poverty, the government of Yogyakarta City implements the Segoro Amarto and Gandeng Gendong Program. This Gandeng Gendong program is currently implemented through the Nglarisi application marketplace. Its implementation, however, is not followed by equal distribution of assistance and income to all the Nglarisi groups. This study aims to examine the poverty reduction effort, to measure the implementation of the Gandeng Gendong program, and to analyze the implications of the collaboration with the stakeholders involved. The result of this study revealed: 1) the Gandeng Gendong program has become a priority program of the Yogyakarta City government to alleviate poverty; 2) the Gandeng Gendong program has not been optimally implemented; 3) there was a complex interconnectedness in the implication of the stakeholders� collaboration in the program such as issues in orientation, the absence of interdependence among stakeholders, collective leadership which has not been realized, the absence of multi-way communication, poor distribution of human resources and budgets, as well as ineffective distribution of both human and natural resources for the success of the Gandeng Gendong program in Yogyakarta City.
