EVALUASI SISTEM PEMERINTAHAN BERBASIS ELEKTRONIK (SPBE) PEMERINTAH KOTA YOGYAKARTA: DOMAIN MANAJEMEN SPBE BERDASARKAN PERATURAN MENTERI PAN-RB NOMOR 59 TAHUN 2020

Untuk menjaga kualitas pelayanan elektronik pada pemerintah maka diterbitkan Peraturan Menteri PAN-RB Nomor 59 Tahun 2020 tentang pedoman evaluasi penerapan SPBE untuk merevisi Peraturan Menteri PANRB Nomor 5 Tahun 2018 yang sudah terbit sebelumnya dikarenakan terdapat beberapa amanat yang belum terakomodasi di dalamnya. Jika sebelumnya pedoman evaluasi SPBE tahun 2018 terdiri dari 3 domain, 7 aspek dan 35 indikator, maka dengan pedoman evaluasi penerapan SPBE tahun 2020 terdapat 1 domain baru sehingga pedoman evaluasi SPBE tersebut menjadi 4 domain, 8 aspek dan 47 indikator. Domain tersebut adalah Domain Manajemen SPBE. Jika nilai indeks Domain ini tidak diketahui, maka tidak dapat diketahui seberapa jauh penerapan manajemen SPBE pada lembaga negara atau Pemerintah Daerah. Penelitian ini bertujuan untuk mengetahui tingkat kematangan penerapan SPBE pada Domain Manajemen SPBE melalui nilai indeks aspek Penerapan Manajemen SPBE dan nilai aspek Audit TIK di Pemerintah Kota Yogyakarta. Berdasarkan hasil klarifikasi tanya jawab dan pengumpulan bukti pendukung, maka bisa dihitung nilai indeks dari Aspek Penerapan Manajemen SPBE dan Aspek Audit TIK yang kemudian dapat dihitung nilai indeks dari Domain Manajemen SPBE untuk menentukan tingkat kematangan penerapan Domain Manajemen SPBE pada Pemerintah Kota Yogyakarta. Hasil pada penelitian ini menunjukkan nilai indeks Aspek Penerapan Manajemen SPBE sebesar 2,6 dan nilai indeks untuk Aspek Audit TIK sebesar 1. Dari kedua nilai Aspek tersebut, didapatkan nilai Domain Manajemen SPBE sebesar 2,2. Hasil dari nilai indeks Domain Manajemen SPBE menunjukkan predikat Cukup, berarti masih banyak ruang untuk meningkatkan nilai Domain Manajemen terutama untuk indikator-indikator dengan nilai rendah.

To maintain the quality of electronic services to the government, the PAN-RB Ministerial Regulation Number 59 of 2020 concerning guidelines for evaluating the application of SPBE was issued to revise the PANRB Ministerial Regulation Number 5 of 2018 which had been issued previously because several mandates had not been accommodated in it. If previously the 2018 SPBE evaluation guidelines consisted of 3 domains, 7 aspects and 35 indicators, then with the 2020 SPBE implementation evaluation guidelines there is 1 new domain so the SPBE evaluation guidelines are 4 domains, 8 aspects and 47 indicators. The domain is SPBE Management Domain. If the index value of this Domain is not known, then it is not possible to know how far the implementation of SPBE management is in state institutions or local governments. This study aims to determine the maturity level of SPBE implementation in the SPBE Management Domain through the index value of the SPBE Management Implementation aspect and the value of the ICT Audit aspect in the Yogyakarta City Government. Based on the results of the clarification of questions and answers and the collection of supporting evidence, it can be calculated the index value of the SPBE Management Implementation Aspect and the ICT Audit Aspect which can then be calculated as the index value of the SPBE Management Domain to determine the maturity level of the SPBE Management Domain application in the Yogyakarta City Government. The results of this study indicate that the SPBE Management Implementation Aspect index value is 2.6 and the index value for the ICT Audit Aspect is 1. From the two Aspect values, the SPBE Management Domain value is 2.2. The results of the SPBE Management Domain index value show the Cukup predicate, meaning that there is still a lot of room to increase the Management Domain value, especially for indicators with low scores.
