Implementasi Dan Evaluasi The Last Planner System Pada Proyek Pembangunan Rumah Susun (Studi Kasus: Pembangunan Rumah Susun Pekerja Kawasan Industri Terpadu Batang I)

Tingkat produktivitas yang rendah menyebabkan pembengkakan dalam biaya dan waktu. Salah satu upaya untuk meningkatkan produktivitas di dunia konstruksi adalah dengan menerapkan Lean Construction. Dalam penelitian ini, peneliti menggunakan salah satu tools dari Lean Construction yakni Last Planner System (LPS) yang dipilih berdasarkan efektifitasnya dalam mengatasi keseluruhan waste construction. Oleh karena itu, penelitian ini bertujuan untuk menganalisis perbedaan antara teori dengan pelaksanaan LPS pada proyek studi kasus dan mengetahui manfaat, kendala, serta hubungannya dengan penerapan LPS pada proyek studi kasus. Pengumpulan data dilakukan dengan menyebarkan kuesioner kepada pihak yang terlibat dalam implementasi LPS dan dilakukan analisis deskriptif, yakni analisis terhadap penerapan tahapan LPS dengan data hasil dari kuesioner lalu dibandingkan dengan penerapan LPS dan mengkorelasikannya dengan data sekunder. Sejumlah empat dari lima tahapan LPS menurut Lean Construction Institute (2007), yakni phase schedule, lookahead planning, weekly work plan, dan learning sudah diterapkan pada proyek studi kasus. Rata-rata nilai Percent Planned Completed (PPC) sebesar 84% sehingga termasuk kategori menerapkan LPS dengan baik. Kajian menggunakan formulir variance analysis untuk mengetahui alasan ketidakselesaian pekerjaan untuk menunjukkan bahwa frekuensi tertinggi yang didapat yakni sekuen pekerjaan yang berubah. Metode analisis impact chain menunjukkan bahwa manfaat output dalam penerapan LPS yang dominan berupa mengetahui durasi keseluruhan proyek dan penanggung jawab memahami flow pekerjaannya. Manfaat outcome dalam penerapan LPS yang dominan berupa sumber daya yang dibutuhkan dipersuapkan. Manfaat impact dalam penerapan LPS yang dominan berupa proyek dapat diselesaikan tepat waktu. Kendala dominan yang dirasakan berada pada kategori sikap & komitmen, yakni kurangnya partisipasi aktif dari partisipan yang terlibat dan kurangnya disiplin, kepercayaan diri, dan inisiatif dari partisipan yang terlibat dalam LPS.

Low levels of productivity lead to expansion in costs and time. Lean construction is one of the solutions to increase productivity in construction project. In this study, researchers used one of the tools from Lean Construction, which was Last Planner System (LPS). LPS was selected based on its effectiveness in overcoming the overall construction waste. Therefore, this study aimed to analyse the differences between theory and the implementation of LPS in case study projects and analyse benefits, constraints, and their relation to the implementation of LPS in case study projects. The data of this research was collected by distributing questionnaires to people involved in the LPS. Researcher did descriptive analysis, an analysis of the implementation LPS stages with the data from the questionnaires and compared with the implementation of LPS then correlated it with secondary data. According to the Lean Construction Institute (2007), four of the five stages of LPS, named phase schedule, lookahead planning, weekly work plan, and learning have been applied to case study projects. The average value of Percent Planned Completed (PPC) is 84%, it was categorized as well implemented of LPS. The study used variance analysis form to find out the reasons for job uncompletion to show that the highest frequency obtained is a changing job sequence. The impact chain analysis method showed that the dominant output benefit was knowing the duration of the entire project and the person in charge understood the work flow. The dominant outcome was required resources have been prepared. The dominant impact was that the project finish on time. The dominant obstacle was in the attitude & commitment category, namely the lack of active participation from the participants involved and the lack of discipline, confidence, and initiative from the participants involved in LPS.
