Program Indonesia Pintar (PIP) adalah salah satu program yang dilahirkan dari kontrak politik kampanye pemilihan Presiden Joko Widodo periode pertama. Program ini ditujukan untuk memperluas akses pendidikan terutama untuk siswa miskin yang terhambat karena faktor ekonomi dalam upaya pemenuhan wajib belajar 12 tahun. Secara eksplisit tujuan PIP ialah untuk menurunkan dan mencegah kemungkinan putus sekolah, maka dari itu sudah sepantasnya indikator yang digunakan untuk mengukur capaian implementasi PIP ialah angka putus sekolah (APS) dan angka partisipasi kasar (APK). Penelitian ini bertujuan untuk mengetahui perkembangan implementasi PIP pada tahun 2016-2020, implikasi implementasi PIP terhadap angka APS Sekolah Menengah Atas (SMA) dan Sekolah Menengah Kejuruan (SMK) di tahun 2016-2020, dan implikasi implikasi implementasi PIP terhadap APK SMA-SMK di tahun 2016-2020 secara tidak langsung melalui APS. Teori yang digunakan ialah implementasi kebijakan, kebijakan pendidikan, anak putus sekolah, partisipasi sekolah, dan modal manusia (human capital). Penelitian ini menggunakan metode penelitian campuran yakni penelitian kualitatif eksploratif dengan menggunakan bantuan aplikasi Nvivo pada analisis datanya dan penelitian kuantitatif dengan analisis regresi linear berganda dan analisis jalur menggunakan bantuan aplikasi SPSS (Statistical Package for Social Sciences). Temuan dari penelitian ini menunjukkan bahwa permasalahan implementasi PIP terbesar ialah ketiadaan standarisasi sosialisasi dan edukasi yang menyebabkan interpretasi implementasi disesuaikan kondisi di lapangan, kendala sulitnya mengakses bank rekanan pada daerah 3T, dan minimnya kewenangan sekolah dalam mengawasi implementasi PIP. Dalam kaitannya dengan putus sekolah, tidak dapat pengaruh langsung implementasi PIP terhadap APS SMA-SMK di tahun 2016-2020. Namun terdapat pengaruh implementasi PIP dan APS SMA-SMK terhadap APK SMA-SMK secara langsung.

The Smart Indonesia Program (PIP) is one of the programs initiated from the political campaign contract for the first period election of President Joko Widodo. This program is aimed at expanding access to education, especially for poor students who are hampered by economic factors in an effort to fulfill the 12-year compulsory education. Explicitly the purpose of PIP is to reduce and prevent the possibility of dropping out of school, therefore there are indicators used to measure the achievement of PIP implementation, namely the dropout rate (APS) and gross enrollment rate (APK). The purpose of this study was to investigate the development of PIP implementation in 2016-2020, PIP implementation impact on high school and vocational high school (SMA-SMK) dropout rate in 2016-2020, and impact of PIP implementation in high school and vocational high school gross enrollment rate in 2016-2020 indirectly through dropout rate. The theory used is policy implementation, education policy, children dropping out of school, school enrollment, and human capital. This study uses mixed methods which are exploratory qualitative research methods using the Nvivo and quantitative research methods with multiple linear regression analysis and path analysis using the SPSS (Statistical Package for Social Sciences) application. The findings of this study indicate that the biggest problems with PIP implementation are the lack of standardization of socialization and education which causes the interpretation of implementation to be adjusted to conditions in the field, the difficulty of accessing partner banks in the 3T area, and the lack of school authority in supervising the implementation of PIP. In relation to dropping out of school, there is no direct impact on the implementation of PIP on the APS of high school-vocational high school in 2016-2020. However, there is a direct effect of the implementation of PIP and APS of high school-vocational high school on the APK of high school-vocational high school.
