Skripsi ini menganalisis partisipasi pemilih dalam Pemilihan Bupati (Pilkada) dengan studi kasus Pilkada Kabupaten Sukoharjo 2020. Dalam tesis ini, peneliti fokus untuk menemukan faktor-faktor yang mempengaruhi peningkatan partisipasi pemilih (pemilih dalam menggunakan hak pilihnya) pada Pemilihan Bupati Sukoharjo 2020 di masa pandemi COVID-19. Skripsi ini bertujuan untuk mengetahui faktor-faktor yang mempengaruhi peningkatan partisipasi pemilih pada Pemilihan Bupati Sukoharjo 2020 di masa pandemi COVID-19. Untuk mengetahui penyebabnya, peneliti menggunakan variabel partisipasi pemilih sebagai variabel terikat dan perilaku pemilih, KPU sebagai penyelenggara pemilu, pemilu dan pandemi sebagai variabel bebas. Metode dalam penelitian ini menggunakan metode kuantitatif dengan analisis regresi logistik biner yang diperkuat dengan teknik lain yang relevan. Populasi penelitian ini adalah seluruh pemilih pada Pemilihan Bupati Sukoharjo Tahun 2020 yang terdaftar di KPU. Dari populasi tersebut diambil 204 responden dengan margin of error 7 persen. Berdasarkan hasil penelitian diketahui bahwa variabel "KPU selaku Penyelenggara Pemilu" melalui indikator "Pelaksanaan Protokol Kesehatan pada Pemilihan Bupati Sukoharjo Tahun 2020 oleh KPU Sukoharjo" memiliki pengaruh yang paling signifikan dibandingkan variabel lainnya. Hal ini menandakan bahwa protokol kesehatan menjadi salah satu kunci sukses Pilkada Sukoharjo 2020. Penerapan protokol kesehatan yang ketat dan disiplin oleh KPU Sukoharjo terbukti berpengaruh positif dan signifikan terhadap partisipasi pemilih.

This thesis analyzes voter participation in the Regent Election (Pilkada) with a case study of the 2020 Sukoharjo Regency Pilkada. In this thesis, researcher focus on finding the factor that affect the increase in voter turn-out (voter participation in exercising their right vote) in the 2020 Sukoharjo Regent Election during the COVID-19 pandemic. This thesis aims to determine the factor that affect the increase in voter participation in the 2020 Sukoharjo Regent Election during the COVID-19 pandemic. In order to find out the cause, the researcher used the variable of voter participation as the dependent variable and voter behavior, the KPU as the organizer of the election, the election and the pandemic as the independent variables. The method in this study uses a quantitative method with binary logistic regression analysis which is strengthened by other relevant techniques. The population of this study is all voters in the 2020 Sukoharjo Regent Election who are registered by KPU. From this population, 204 respondents were taken with a 7 percent margin of error. Based on the results of this research, it was found that the "KPU as Election Organizer" variable through the indicator "Implementation of Health Protocols in the 2020 Sukoharjo Regent Election by KPU Sukoharjo" had the most significant effect compared to other variables. This indicates that the health protocol is one of the keys to the success of the 2020 Sukoharjo Regent Election. The implementation of a strict and disciplined health protocol by the KPU Sukoharjo has proven to have a positive and significant effect on voters turn-out.
