Aksesibilitas Masyarakat Rentan Terhadap Ruang Terbuka Hijau Publik dan Implikasinya Terhadap Isu Social Inequity di Kota Tangerang Selatan

Ruang Terbuka Hijau Publik Aktif (RTH-PA) tak hanya berdampak positif terhadap lingkungan namun juga terhadap masyarakat perkotaan melalui peningkatan kualitas hidup dan kesehatan. Kecukupan dan keadilan akses terhadap RTH-PA sebagai barang publik merupakan hal yang wajib dipenuhi. Hal ini terindikasi tidak terjadi di kota-kota besar salah satunya Kota Tangerang Selatan dikarenakan keterbatasan kemampuan sektor publik dalam penyediaan RTH-PA. Lebih lanjut, dalam konteks ini masyarakat rentan masyarakat miskin, anak-anak, lansia, dan Wanita� selaku golongan masyarakat yang memiliki kebutuhan tinggi terhadap RTH-PA pun seringkali terlewat dalam pengembangan RTH-PA. Riset-riset yang mendiskusikan mengenai kecukupan penyediaan RTH-PA berdasarkan aksesibilitas dan kondisi sosio-demografi juga masih minim. Oleh karena itu, penelitian ini diajukan untuk dapat mengidentifikasi kecukupan dan keadilan sosial dalam penyediaan RTH-PA di Tangerang Selatan berdasarkan variabel sosio-demografi maupun aksesibilitas. Metode yang digunakan dalam penelitiain ini adalah analisis Sistem Informasi Geografis (SIG), analisis statistik BiLISA, Mann Whitney U-Test, Independent T-Test, dan analisis kualitatif deskriptif. Hasil analisis mengindikasikan bahwa keadilan sosial dan kecukupan dalam penyediaan RTH-PA di Kota Tangerang Selatan belum dipenuhi. Hal tersebut didukung oleh hasil temuan pada analisis aksesibilitas di mana sebanyak 48.7% penduduk kota dan 63.8% luas wilayah Tangerang Selatan belum terlayani akses. Tingkat akses RTH-PA yang baik juga cenderung berada di wilayah binaan swasta dengan luasan RTH lebih besar pada swasta serta indeks aksesibilitas RTH-PA 0.90 dibanding 0.7 pada wilayah publik. Secara lebih lanjut, hasil analisis BiLISA maupun Mann-Whitney dan Independent T-Test mengindikasikan kondisi yang berkeadilan pada akses RTH-PA terhadap kepadatan penduduk dan proporsi lansia, namun menunjukan kondisi sebaliknya pada perbandingan variabel akses RTH-PA terhadap variabel proporsi masyarakat miskin, anak-anak, Wanita, dan variabel agregat kerentanan sosial. Secara umum hasil mengindikasikan bahwa penyediaan akses RTH-PA masih belum berkeadilan sosial di Kota Tangerang Selatan.

Active Public Green Open Space (AP-GOS) not only has positive impact on the environment but also on urban communities through improving the quality of life and health. Equity of access to green open space as a public good should be fulfilled. It is indicated that this does not occur in big cities, one of which is South Tangerang City. Furthermore, in this context, vulnerable people the poor, children, the elderly, and women are often overlooked in the development of green open space. Researches discussing the adequacy of providing AP-GOS based on accessibility and socio-demographic conditions are also still scarce in Indonesian context. Therefore, this study was executed to identify the adequacy and social justice in the provision of green open space in South Tangerang based on socio-demographic (proportion of the poor, children, the elderly, and women), population density, and accessibility variables. The methods used in this research are Geographic Information System (GIS) analysis, BiLISA statistical analysis, Mann Whitney U-Test, Independent T-Test, and descriptive qualitative analysis. The results of this research indicate that social equity and adequacy in the provision of green open space in South Tangerang City have not been met. This is supported by the findings in the accessibility analysis where as many as 48.7% of the city's population or 63.8% of the area of South Tangerang has not been served by access of AP-GOS. The level of access to AP-GOS also tends to be higher in private developed areas with a larger green open space area in the private sector and an AP-GOS accessibility index of 0.90 compared to 0.7 in public areas. Furthermore, the results of the BiLISA analysis as well as Mann-Whitney and Independent T-Test indicate an equitable condition of access to AP-GOS for population density and the proportion of the elderly, but shows the opposite condition in the comparison of the variable access of green open space to the variable proportion of the poor, children -children, women, and aggregated variables of social vulnerability. In general, the results indicate that the provision of access to AP-GOS is still not socially equitable in South Tangerang City.
