IMPLIKASI KEBIJAKAN PRODUKTIVITAS GARAM TERHADAP REPRODUKSI KELAS SOSIAL PETANI GARAM DI MADURA

Studi ini menganalisis implikasi kebijakan produktivitas garam terhadap reproduksi kelas sosial petani garam di Madura. Penelitian ini mengungkapkan struktur kelas sosial petani yang kompleks, sehingga dapat menjelaskan pola produksi dan reproduksi masing-masing kelas petani garam. Studi ini berkontribusi terhadap ketepatan kebijakan konvensional yang memiliki kecendrungan mengatur pemberdayaan “petani garam” tanpa mempertimbangkan posisi dan kepentingan kelas yang beragam. Metode yang digunakan dalam penelitian ini adalah metode kualitatif jenis studi kasus (case study) untuk mengkritisi sebuah fenomena sosial-ekonomi yang terjadi pada produksi garam. Hasil penelitian menunjukkan bahwa Program Usaha Garam Rakyat (Pugar) menguntungkan petani kapitalis untuk akumulasi, sementara petani komoditas kecil hanya mampu subsestensi dan bahkan petani semi proletar serta petani proletar harus berjuang untuk bertahan hidup. Kebijakan produktivitas garam menguntungkan segelintir petani kapitalis yang menguasai lahan luas, karena bantuan diberikan berdasarkan kepemilikan lahan. Sementara, lahan garam sudah terkonsentrasi kepemilikannya kepada segelintir tuan tanah. Masing-masing kelas memiliki pola yang berbeda dalam mereproduksi diri: petani kapitalis fokus terhadap akumulasi di berbagai bidang, petani komoditas kecil fokus untuk subsistensi yang sewaktu-waktu terpinggirkan menjadi buruh disaat laba tidak cukup, sementara buruh hanya fokus untuk bertahan hidup dengan menerima upah harian. This study analyzes the implications of salt productivity policy on the reproduction of the social class of salt farmers in Madura. This study reveals the complex social class structure of farmers, so that it can explain the production and reproduction patterns of each class of salt farmers. This study contributes to the accuracy of conventional policies that tend to regulate the empowerment of “salt farmers” without considering the positions and interests of various classes. The method used in this research is a qualitative case study method to criticize a socio-economic phenomenon that occurs in salt production. The results showed that the People's Salt Business Program (Pugar) benefited capitalist farmers for accumulation, while small commodity farmers were only able to subsist and even semi-proletarian and proletarian farmers had to struggle to survive. The salt productivity policy benefits a handful of capitalist farmers who control large areas of land, because assistance is provided based on land ownership. Meanwhile, the salt land has concentrated its ownership to a handful of landlords. Each class has a different pattern of self-reproduction: capitalist farmers focus on accumulation in various fields, small commodity farmers focus on subsistence who are sometimes marginalized as laborers when profits are not enough, while workers only focus on surviving by receiving daily wages.
