Analisis Peran Middle Actors dalam Penyelesaian Konflik Agraria urut Sewu Kebumen

Penelitian ini bertujuan untuk mengetahui peran middle actors dari bentuk kontribusi dalam konflik agraria Urut Sewu, Kebumen, menganalisis keefektivitas upaya-upaya yang telah dilakukan oleh middle actors dan kendala yang dihadapi middle actors dalam menjalankan perannya. Middle actors dalam penelitian ini terdiri dari pemerintah desa, lembaga non-pemerintah, dan lembaga bantuan hukum. Penelitian ini menggunakan teori third party intervention yang mana menunjukkan posisi middle actors dalam konflik perebutan tanah antara masyarakat dan TNI di Urut Sewu. Metode penelitian yang digunakan adalah kualitatif deskriptif. Teknik pengumpulan data dilakukan dengan wawancara 11 informan yang terdiri dari middle actors, komunitas masyarakat, tokoh masyarakat, dan masyarakat pemilik tanah di Urut Sewu. Penelitian ini dilakukan di dua desa dalam Kecamatan Buluspesantren yaitu desa Brecong dan Setrojenar. Temuan penelitian menunjukkan bahwa peran middle actors terlihat dari upaya menggumpulkan data hingga bantuan hukum kepada masyarakat. Peran middle actors efektif dalam membantu penyelesaian konflik Urut Sewu. Keberhasilan terlihat dalam peran middle actors di desa Brecong dalam penyelesaian konflik dan tanggapan positif dari masyarakat mengenai middle actors. Peranan middle actors tidak terlepas dari beberapa kendala yaitu internal dan eksternal. Kendala eksternal berasal dari masyarakat dan pemerintah. Ada perbedaan antara dua desa dimana desa Brecong sudah menemenukan resolusi konflik sedangkan desa Setrojenar hingga saat ini masih memperjuangkan hak masyarakat mengenai tanah Urut Sewu. This study aims to determine the role of the missle actors by observe of contribution in the agrarian conflict of Urut Sewu, Kebumen, analyze the effectiveness of the middle actors efforts and the obstacles faced by the middle actors. The middle actors in this study consist of the village administrations, non-governmental organization, and legal aid institute. Third-party intervention theory is used to indicate the position of the middle actors in the land conflict between the societt and the INA (Indonesian National Army) in Urut Sewu. The research methods uses descriptive qualitative. Data collection technique uses the interviews with 11 informants consisting of middle actors, society communities, society figures, and society who own the land in Urut Sewu. This research is conduct in two villages in the Buluspesantren sub-district, namely Brecong and Setrojenar. Finding of this study shows that the role of middle actors from collecting land owners data to legal support for society. The role of middle actors is effective to resolve the Urut Sewu conflict. The successful in role of middle actors can be seen conflict resolution in Brecong village and positive response from society.The role of the middle actor cannot be separated from several obstacles in internal and external. External obstascels come of the society and government. There are different between two villages that Brecong village has conflict resolution whereas Setrojenar village is still striving for the right of Urut Sewu land for society until now.
