ANALISIS PERSEPSI AUDITOR BADAN PENGAWASAN KEUANGAN DAN PEMBANGUNAN (BPKP) TERHADAP EFEKTIVITAS PELAKSANAAN AUDIT JARAK JAUH (REMOTE AUDIT)

Penelitian ini bertujuan untuk menganalisis persepsi auditor Pada Badan Pengawasan Keuangan dan Pembangunan (BPKP) terhadap efektivitas pelaksanaan audit jarak jauh (remote audit) pada tahun 2020. Pengukuran efektivitas ini merupakan salah satu cara bagi organisasi untuk menilai sejauh mana tingkat kemampuan organisasinya dalam rangka mencapai tujuan. Bagi organisasi audit internal, penilaian efektivitas dilakukan dengan tujuan untuk mempertahankan dan meningkatkan kredibilitas hasil audit mereka. Pada masa pandemi Covid19 hampir semua sektor mengalami pembatasan sosial sehingga metode remote audit sebagai solusi alternatif ditengah batasan sosial tersebut. Selain itu metode ini juga menjadi hal yang baru, dimana proses audit yang sebelumnya biasa dilakukan dengan tatap muka secara langsung kemudian diganti dengan menggunakan Teknologi Informasi dan Komunikasi (TIK). Disisi lain walaupun telah berjalan, organisasi audit internal juga belum mengeluarkan pedoman dan dasar hukum pelaksaaan remote audit. Penelitian ini menggunakan pendekatan metode kuantitatif dengan unit analisis auditor pada Perwakilan BPKP Provinsi DKI Jakarta. Instrumen penilaian efektivitas remote audit menggunakan kerangka indikator yang berasal dari penelitian Turrekten (2020) dengan rincian penilaian sebanyak delapan indikator. Sampel yang digunakan sebanyak 51 data responden hasil dari sebaran kuesioner yang dikumpulkan selama satu bulan. Dari penelitian ini didapatkan hasil bahwa persepsi pelaksanaan remote audit pada Badan Pengawasan Keuangan dan Pembangunan (BPKP) terbukti cukup efektif. Dari hasil pengujian terhadap enam indikator tersebut, nilai tertinggi persepsi auditor terhadap remote audit terdapat pada indikator manajemen waktu (X6), dimana sekitar 79% menyatakan bahwa remote audit efektif dalam menunjang manajemen waktu para auditor. Sementara nilai persepsi terendah terdapat pada dua indikator yaitu remote audit terhadap penyusunan penyelesaian laporan (X4) dan remote audit terhadap terhadap temuan hasil audit (X7). Dengan hasil penelitian ini maka dapat dikatakan remote audit merupakan salah satu metode audit pada masa Pandemi Covid19 dapat diandalkan dan terbukti efektif pelaksanaannya. Namun, pelaksaan remote audit juga masih perlu perbaikan yaitu dukungan kebijakan seperti peraturan dasar berupa prosedur dan pedoman tentang pelaksanaan remote audit yang masih belum ada sampai dengan penelitian ini selesai dilaksanakan.

This study aims to analyze the perception of the Financial and Development Supervisory Agency (BPKP) auditors on the effectiveness of remote auditing in 2020. Measurement of this effectiveness is one way for organizations to assess the extent to which their organization's ability to achieve its goals is. For internal audit organizations, effectiveness assessments are carried out with the aim of maintaining and increasing the credibility of their audit results. During the Covid-19 pandemic, almost all sectors experienced social restrictions, so the remote audit method was an alternative solution in the midst of these social restrictions. In addition, this method is also a new thing, where the audit process which was previously usually done face-to-face was later replaced by using Information and Communication Technology (ICT). On the other hand, although it has been running, the internal audit organization has not issued guidelines and legal basis for remote audit implementation. This study uses a quantitative method approach with an auditor analysis unit at the DKI Jakarta Provincial BPKP Representative. The remote audit effectiveness assessment instrument uses an indicator framework derived from Turrekten's research (2020) with a detailed assessment of eight indicators. The sample used was 51 respondent data from the distribution of questionnaires collected for one month. From this research, it was found that the perception of remote audit implementation at the Financial and Development Supervisory Agency (BPKP) proved to be quite effective. From the test results on these six indicators, the highest score of auditors' perceptions of remote auditing is found in the time management indicator (X6), where about 79% stated that remote auditing is effective in supporting auditors' time management. Meanwhile, the lowest perceived value is found in two indicators, namely remote audit on the preparation of report completion (X4) and remote audit on audit findings (X7). With the results of this study, it can be said that remote auditing is one of the audit methods during the Covid19 pandemic that is reliable and proven to be effective in its implementation. However, the implementation of remote audits also still needs improvement, namely policy support such as basic regulations in the form of procedures and guidelines regarding the implementation of remote audits which still do not exist until this research is completed.
