Analisis Kondisi Perhotelan Berbintang di 5 Kabupaten/Kota Provinsi Bali Tahun 2014-2020

Pariwisata merupakan sektor penting bagi perekonomian Provinsi Bali. Hotel menjadi faktor penunjang yang penting dalam industri pariwisata. Kondisi pariwisata Provinsi Bali cenderung mengalami peningkatan pada tahun 2014-2019 namun pada tahun 2020 mengalami penurunan akibat adanya pandemi COVID-19. Pandemi menyebabkan menurunnya jumlah wisatawan, rata-rata lama menginap dan TPK hotel. Oleh karena itu, perlu adanya dorongan untuk meningkatkan TPK hotel kembali dan analisis lebih lanjut mengenai perhotelan di masa pandemi dan sebelum pandemi. Penelitian ini bertujuan untuk mengetahui faktor-faktor yang mempengaruhi TPK pada tahun 2014-2019, mengetahui kondiri perhotelan pada saat pandemi, tren TPK hotel berbintang di Provinsi Bali dan dampak TPK hotel terhadap Pendapatan Asli Daerah (PAD) diperlukan untuk melihat kontribusinya terhadap perekonomian. Penelitian dilakukan dengan menggunakan data sekunder yaitu data TPK hotel berbintang, jumlah wisatawan, nilai tukar dan rata-rata lama tinggal di Kabupaten Badung, Kabupaten Gianyar, Kabupaten Karangasem, Kabupaten Buleleng dan Kota Denpasar. Metode yang digunakan dalam penentuan sampel yaitu metode purposive sampling. Teknik analisis yang digunakan yaitu Analisis Deskriptif, Regresi Data panel dan Least Square untuk analisi tren. Hasil dari penelitian ini adalah 1) Variabel jumlah wisatawan berpengaruh positif namun tidak signifikan terhadap TPK hotel. Variabel nilai tukar berpengaruh negatif signifikan. Variabel rata-rata lama menginap berpengaruh positif dan signifikan terhadap TPK hotel. 2) Kondisi pandemi menyebabkan turunnya jumlah wisatawan yang sangat drastis hingga hampir 100% (internasional 99,98% dan domestik 94,79%). Kondisi ini secara otomatis menurunkan TPK hotel berbintang dan rata-rata lama menginap. Selain itu, penurunan TPK hotel menyebabkan sebanyak 130 hotel ditutup. 3) Hasil analisis taksiran tren TPK pada tahun 2022 sebesar 31,27%, tahun 2023 sebesar 27,38%, tahun 2024 sebesar 23,48% dan tahun 2025 sebesar 19,59%. 4) TPK hotel memberikan kontribusi terhadap PAD melalui penerimaan pajak hingga 47,17%.

Tourism is an important sector of the economy of Bali Province. Hotels are an important supporting factor in the tourism industry. The tourism condition of Bali Province tends to increase from 2014-to 2019 but in 2020 it will decrease due to the COVID-19 pandemic. The pandemic caused a decrease in the number of tourists, the average length of stay, and the TPK of hotels. Therefore, there is a need for encouragement to increase hotel TPK again and further analysis of hospitality during the pandemic and before the pandemic. This study aims to determine the factors that affect TPK in 2014-2019, knowing the condition of hospitality during the pandemic, trends in TPK for star hotels in Bali Province, and the impact of hotel TPK on Regional Original Income (PAD) is needed to see its contribution to the economy. The research was conducted using secondary data, namely data on TPK for star hotels, the number of tourists, exchange rates, and the average length of stay in Badung Regency, Gianyar Regency, Karangasem Regency, Buleleng Regency, and Denpasar City. The method used in determining the sample is the purposive sampling method. The analytical techniques used are Descriptive Analysis, Panel Data Regression, and Least Square for trend analysis. The results of this study are 1) The variable number of tourists has a positive but not significant effect on hotel TPK. The exchange rate variable has a significant negative effect. The variable of the average length of stay has a positive and significant effect on hotel TPK. 2) The pandemic condition caused a drastic decrease in the number of tourists to almost 100% (99.98% international and 94.79% domestic). This condition automatically reduces the TPK for star-rated hotels and the average length of stay. In addition, the decline in hotel TPK caused as many as 130 hotels to be closed. 3) The results of the analysis of the estimated trend of TPK in 2022 are 31.27%, in 2023 it is 27.38%, in 2024 it is 23.48% and in 2025 it is 19.59%. 4) Hotel TPK contributes to PAD through tax revenue of up to 47.17%.
