Efektivitas Pergantian Sistem Komuter Yogyakarta - Surakarta selama Pandemi COVID - 19

KA Prameks menjadi moda komuter andalan dan digemari masyarakat Yogyakarta - Surakarta sejak lama. Terhitung Maret 2020, virus COVID - 19 masuk dan menyebar secara cepat di Indonesia, berakibatkan pembatasan penggunaan transportasi dan larangan berkumpul secara masif. Secara berani pemerintah mengeluarkan kebijakan pergantian sistem komuter Yogyakarta - Surakarta saat masyarakat masih dikhawatirkan oleh pandemi yang sedang terjadi. Sejatinya pergantian ini tentu membawa harapan besar untuk menghadirkan moda transportasi yang aman, nyaman dan menguntungkan masyarakat. Oleh karena itu penelitian ini bertujuan untuk memahami latar belakang kebijakan pergantian sistem komuter dan mengidentifikasi efektivitas pergantian sistem komuter yang dilakukan. Penelitian ini dilakukan menggunakan metode deskriptif kualitatif untuk tujuan penelitian pertama dan kuantitatif kualitatif (mixed method) untuk tujuan penelitian kedua, dengan teknik kuantitatif wilcoxon signed rank. Setelah penelitian dilakukan diketahui bahawa pergantian sistem komuter ini sejalan dengan Rencana Induk Perkeratapian Nasional dan untuk mengakomodir penumpang KA Prameks yang bertambah pesat setiap tahunnya. Kebijakan ini telah sesuai 4 dari 5 tahap teori siklus kebijakan. Analisis efektivitas pergantian sistem komuter yang pertama yaitu efektivitas angkutan umum. Hasil ini menunjukan adanya perbedaan indikator aksesibilitas, keselamatan, jumlah rute, kelancaran dan ketepatan, kenyamanan, tarif angkutan umum, keamanan dan beban publik antara KA Prameks dan KRL Jogja - Solo dengan penilaian yang lebih baik daripada sebelumnya. Tetapi sayangnya analisis frekuensi perjalanan menunjukan adanya penurunan frekuensi perjalanan dan penurunan kepercayaan responden kepada transportasi publik akibat pandemi COVID - 19. Penilaian pelaksanaan protokol kesehatan oleh responden menunjukan responden setuju protokol kesehatan di stasiun dan moda KRL Jogja - Solo saat ini lebih baik dibandingkan KA Prameks. Diharapkan hal tersebut dapat menjadi pertanda baik untuk mulai mengembalikan kepercayaan masyarakat menggunakan transportasi umum.

Prameks train has been the mainstay and popular of commuting mode with the people of Yogyakarta - Surakarta for a long time. As of March 2020, the COVID-19 virus entered and spread rapidly in Indonesia, resulting restrictions on the use of transportation and a ban on massive gatherings. The government boldly issued a policy to change the Yogyakarta -Surakarta commuter system when people were still worried about the ongoing pandemic. Indeed, this change certainly brings great hope to provide a safe, comfortable and beneficial mode of transportation for the community. Therefore, this study aims to understand the background of the commuter system change policy and identify the effectiveness of the commuter system change carried out. This research was conducted using a qualitative descriptive method for the purpose of the first research and a qualitative quantitative (mixed method) for the second research purpose, using a wilcoxon signed rank quantitative technique. After the research was conducted, it was found that the commuter system change was in line with the National Railway Master Plan and to accommodate the Prameks train passengers, which grew rapidly every year. This policy has complied with 4 of the 5 stages of the policy cycle theory. The first analysis of the effectiveness of the commuter system change is the effectiveness of public transportation. These results show that there are differences in indicators of accessibility, safety, number of routes, smoothness and accuracy, convenience, public transport fares, security and public burden between Prameks KA and KRL Jogja - Solo with better ratings than before. But unfortunately, the analysis of the frequency of travel shows a decrease in the frequency of trips and respondents low trust in public transportation due to the COVID-19 pandemic. The assessment of the implementation of the health protocols by respondents assessed that there was an improvement in the implementation of the health protocols, indicating that the respondents agreed with the health protocols at the Jogja - Solo KRL stations and modes at this time better than Prameks train. It is hoped that this can be a good sign to begin to restore public confidence in using public transportation.
