ANALISIS SYSTEMATIC LITERATURE REVIEW PADA PROSES PEMBENTUKAN INOVASI ORGANISASI SEKTOR PUBLIK

Kebanyakan penelitian dalam konteks inovasi di sektor organisasi publik memiliki konsentrasi mengenai implementasi inovasi dan dampak yang dihasilkan dari inovasi tersebut di sektor pelayanan publik. Sedikit dilakukan penelitian yang mempertimbangkan bagaimana proses dari inovasi itu sehingga dapat terbentuk. Dengan demikian, penelitian ini akan mencoba menelaah bagaimana proses inovasi pelayanan publik terbentuk, termasuk praktik terbaik dari proses inovasi pelayanan sektor publik,apa saja faktor pendorong dan penghambat dari setiap tahapan proses inovasi dengan memetakan teori-teori yang ada dari literatur proses inovasi, dan juga melalui hasil-hasil penelitian yang menggunakan teori-teori tersebut. Penelitian ini menggunakan metode Systematic Literature Review dengan membagi tahapan penelitian menjadi tujuh tahapan, selain itu juga jurnal yang digunakan dalam penelitian ini akan melalui proses penyaringan inklusi dan eksklusi dari beberapa kriteria yang telah ditetapkan penulis. Hasil penelitian menyajikan perkembangan konseptual teori proses inovasi dalam pelayanan sektor publik serta apa yang menjadi faktor penghambat dan pendorong dari proses terbentuknya inovasi dalam sektor publik di setiap tahapan nya. Penelitian ini diharapkan dapat berkontribusi terhadap perdebatan mengenai tahapan proses inovasi yang baik dilakukan dalam sektor pelayanan publik dan dalam ilmu teori inovasi pelayanan sektor publik, sehingga mampu memberikan rekomendasi terhadap studi proses inovasi sektor publik kedepannya.

Most research in the context of innovation in the public sector concentrate on the implementation of innovations and the resulting impact of these innovations in the publik service sector. Little research considers how the process of innovation can be formed. Thus, this research iviestigates how the publik service innovation process is formed, including the best practices of the public service innovation process, what are the driving and inhibiting faktors of each stage of the innovation process with existing theories from the innovation process literature, and also through the results of research using these theories. This study uses the Systematic Literature Review method by dividing the research stages into seven stages, besides that the journals used in this study go through the inclusion and exclusion process from several criteria that have been set by the author. The results of this study present the theory of the development of the conception of the innovation process in public sector services and what are the inhibiting and driving factors of the process of forming innovation in the publik sector based on each phase. This research is expected to contribute to the development of the innovation process carried out in the public service sector and in the science of innovation in public sector services, so as to be able to provide recommendations for the public sector innovation process in the future.
