Dampak Kebijakan Pandemi Covid-19 Terhadap Kinerja Proyek Konstruksi di Indonesia

Pandemi Covid-19 telah mengakibatkan resesi dan penurunan ekonomi. Penurunan jumlah perusahaan konstruksi pada beberapa provinsi di Indonesia yang menunjukkan bahwa pandemi Covid-19 memberikan dampak penurunan pada sektor konstruksi. Akibat dari ketidakpastian situasi saat ini membuat dampak pandemi Covid-19 yang sedang dihadapi oleh industri konstruksi tidak cukup hanya diidentifikasi dari aspek perekonomian saja. Secara umum, kinerja di proyek konstruksi dapat dipengaruhi oleh beberapa faktor kebijakan dampak pandemi dalam mencapai keberhasilan atau kegagalan manajemen proyek. Kebijakan yang dilakukan di Indonesia menjadi tantangan bagi para top level management untuk menjalankan proyek konstruksi. Penelitian ini bertujuan untuk mengidentifikasi dampak kebijakan pandemi Covid-19 terhadap kinerja proyek konstruksi di Indonesia. Penelitian ini mengidentifikasi lima faktor potensial yang mempengaruhi kinerja proyek, yaitu: (1) tingkat tantangan implementasi social distancing, (2) tingkat pembatasan gerakan selama pandemi (lockdown), (3) tingkat tantangan bekerja dari rumah (work from home), (4) tingkat perencanaan pembatasan jumlah pekerja bekerja, dan (5) tingkat penggunaan Alat Pelindung Diri (APD) keselamatan secara kontinu. Penelitian ini menggunakan kuesioner yang disebarkan kepada top level management perusahaan konstruksi di Indonesia. Jumlah responden dalam penelitian ini yaitu: 100 orang dengan profil responden terdiri dari proyek industrial construction, infrastructure construction, commercial construction, dan residential construction; 62 orang dengan profil responden adalah proyek industrial construction. Analisis primer dilakukan dengan menggunakan Partial Least Square (PLS). Pengolahan data dilakukan kepada dua jenis sampel yaitu konstruksi secara keseluruhan dan konstruksi industri. Hasil pada sampel konstruksi keseluruhan menunjukkan dua variabel mempengaruhi kinerja proyek. Hasil pada sampel konstruksi industri menunjukkan dua variabel yang mempengaruhi kinerja proyek. Hasil ini penting bagi top level management untuk memastikan kesadaran tentang faktor-faktor yang mempengaruhi kinerja konstruksi dan memberikan saran kepada para top level management proyek konstruksi untuk mengatasi kinerja proyek berdasarkan kebijakan dampak pandemi yang disebutkan dalam penelitian ini.

The Covid-19 pandemic has resulted in a recession and an economic downturn. The decline in the number of construction companies in several provinces in Indonesia indicates that the Covid-19 pandemic has had a decreasing impact on the construction sector. As a result of the uncertainty of the current situation, the impact of the Covid-19 pandemic being faced by the construction industry is not enough to be identified only from the economic aspect. In general, performance in construction projects can be affected by several factors that impact the pandemic on the success or failure of project management. The policies implemented in Indonesia are a challenge for top level management to carry out construction projects. This study aims to identify the impact of the Covid-19 pandemic on the performance of construction projects in Indonesia. This study identifies five potential factors that affect project performance, namely: (1) the level of challenge in implementing social distancing, (2) the level of movement restriction during the pandemic (lockdown), (3) the level of challenge of working from home (work from home), (4 ) the planning level of limiting the number of workers working, and (5) the level of continuous use of personal protective equipment (PPE). This study uses a questionnaire distributed to the top-level management of Indonesian construction companies. Number of respondents in this study were: 100 people with a profile of respondents consisting of industrial development projects, infrastructure development, commercial development, and residental development; 62 people with the profile of the respondents are industrial construction projects. Primary analysis was performed using Partial Least Square (PLS). Data processing was carried out on two types of samples, namely overall construction and industrial construction. The results on the overall construction sample show that two variables affect project performance. The results on the industrial construction sample show that two variables affect project performance. These results are important for top level management to ensure awareness of the factors affecting construction performance and provide advice to top management of construction projects to address project performance based on the pandemic impact policy mentioned in this study.
