Pengaruh Faktor Ekonomi dan Faktor Sosial terhadap Pertumbuhan EKonomi di Provinsi Kalimantan Timur

Undang-Undang Nomor 22 Tahun 1999 tentang Pemerintahan Daerah menjadi dasar pemberlakuan otonomi daerah dan pemekaran wilayah yang bertujuan untuk memberikan kebebasan dan kesempatan yang lebih luas bagi daerah untuk mengembangkan perekonomian sesuai dengan kebutuhan penduduk lokal. Kalimantan Timur adalah salah satu daerah yang melakukan pemekaran wilayah pada tahun 2012 dan juga sebagai daerah dengan ekonomi yang berkontribusi besar terhadap pertumbuhan ekonomi kawasan timur Indonesia. Penelitian ini bertujuan untuk menganalisis pengaruh faktor ekonomi dan faktor sosial terhadap pertumbuhan ekonomi sebelum dan setelah pemekaran wilayah di Kalimantan Timur. Dalam hal ini, faktor ekonomi yang dimaksud adalah angkatan kerja dan modal manusia yang terdiri dari pendidikan dan kesehatan, sedangkan faktor sosial melingkupi pertumbuhan penduduk dan angkatan kerja. Estimasi dilakukan dengan menggunakan fixed effect model (FEM) dengan data panel, unit observasi penelitian ini sebanyak 126 dari 9 kabupaten/kota pada periode 2007-2020 yang bersumber dari Badan Pusat Statistik (BPS) Kalimantan Timur. Hasil regresi menunjukkan bahwa pertumbuhan penduduk, kemiskinan, dan angkatan kerja memiliki pengaruh negatif. Sebaliknya, rata-rata lama sekolah dan umur harapan hidup memiliki pengaruh positif terhadap pertumbuhan ekonomi. Setelah pemekaran wilayah pengaruh negatif kemiskinan dan positif UHH semakin besar, sedangkan pengaruh positif RLS semakin kecil. Peneliti menyarankan agar pemerintah dapat merumuskan kebijakan dan melakukan pengawasan terhadap kewajiban perusahaan atau investor untuk menyerap angkatan kerja lokal, terutama yang memiliki keterampilan khusus. Selain itu, pemerintah harus fokus mengelola masyarakat miskin, yaitu menawarkan insentif kepada masyarakat miskin, pendidikan gratis hingga pendidikan tinggi, dan pelatihan untuk memperoleh keterampilan khusus.

Law Number 22 Of 1999 concerning Regional Government becomes the basis for the implementation of regional autonomy and regional expansion which aims to provide greater freedom and opportunities for regions to develop the economy in accordance with the needs of the local population. East Kalimantan is one of the regions that underwent a regional expansion in 2012 and is also an area with an economy that contributes greatly to economic growth in eastern Indonesia. This study aims to analyze the influence of economic factors and social factors on economic growth before and after regional expansion in East Kalimantan. In this case, the economic factors in question are the labor force and human capital consisting of education and health, while social factors include population growth and the labor force. Estimates were made using a fixed effect model (FEM) with panel data, the observation units of this study were 126 out of 9 districts/cities in the period 2007-2020 sourced from the Central Statistics Agency (BPS) of East Kalimantan. The regression results show that population growth, poverty, and the labor force have a negative effect. On the other hand, the average length of schooling and life expectancy have a positive effect on economic growth. After the expansion of the region, the negative and positive effects of UHH are getting bigger, while the positive effects of RLS are getting smaller. Researchers so that the government can formulate policies and supervise the obligations of companies or investors to absorb local jobs, especially those with special skills. In addition, the government must focus on managing the poor, namely offering incentives to the poor, free education to higher education, and training to acquire special skills.
