Adaptive Governance: Lesson from Policy Change on Social Restriction in

This study explores the extent of adaptive governance in Indonesia, perceived by the fit-for-purpose governance framework. The policy changes phenomenon on social restriction in Indonesia, from PSBB (large scale social restriction) to early PPKM (Community Activities Restrictions Enforcement), were utilized to examine the adaptivity of Indonesia's Government framework based on the spectrum of objective, governance strategies, network, and streams of social restriction policies in Indonesia. The study finds a lack of liberty in a social capacity and power domination in central governance. The framework helps to propose some recommendations for facing the complex issue akin to COVID-19 in Indonesia, including; decentralization for creating mutual understanding, the need for more inclusive policy decision making, and lastly, economic and political context must be more reckoned in this issue. Thus, future research is encouraged to consider the primary data with different contexts and variables for a more comprehensive discussion of adaptive governance in all affairs.
