Entrepreneurial leadership merupakan model kepemimpinan modern yang menonjol dalam dua dekade terakhir seiring dengan terjadinya pergeseran perspektif kepemimpinan dari studi klasik ke studi modern. Model kepemimpinan modern menuntut peran seorang pemimpin yang bukan hanya mampu memimpin secara managerial namun sosok yang mampu bersaing secara kompetitif, inovatif, dan mampu memberikan nilai tambah bagi pengikutnya, sebagaimana karakteristik entrepreneurial leadership. Demikian pula dalam konteks organisasi publik (pemerintah), entrepreneurial leadership dinilai sebagai model kepemimpinan yang paling tepat diterapkan sebagai upaya optimalisasi kinerja birokrasi sehingga dihasilkan pemerintahan yang dinamis. Salah satu Kepala Daerah yang menerapkan entrepreneurial leadership adalah Bupati Kulon Progo periode 2011-2019. Salah satu program yang berhasil adalah Program Inovasi PanganKu. Permasalahan muncul manakala terjadi suksesi pemimpin, di mana dalam setiap pergantian pemimpin biasanya diikuti oleh perubahan pola kepemimpinan dan kebijakan. Penelitian ini fokus pada implementasi entrepreneurial leadership dalam konteks Program Inovasi PanganKu pada situasi pasca suksesi Bupati Kulon Progo pada tahun 2019. Serta faktor-faktor apa saja yang mempengaruhi penerapan entrepreneurial leadership dalam kontinuitas Program Inovasi PanganKu pada kepemimpinan Bupati Kulon Progo periode sisa masa jabatan tahun 2017-2022. Penelitian ini menggunakan pendekatan kualitatif. Adapun pengumpulan data dilakukan melalui wawancara mendalam, kajian dokumen dan audio visual material hingga mencapai saturation point. Berdasarkan hasil temuan penelitian dapat disimpulkan bahwa secara umum entrepreneurial leadership dalam Program Inovasi PanganKu berjalan secara kontinyu, namun demikian penekanan indikator yang diterapkan pada masing-masing periode kepemimpinan berbeda berdasarkan formasi jabatan dalam struktur kepemimpinan. Adapun kontinuitas entrepreneurial leadership dalam Program Inovasi PanganKu dipengaruhi oleh beberapa faktor, yaitu: pemimpin (leader), suksesi kepemimpinan, terjadinya pandemi covid-19, intensitas keterlibatan Drs. H. Sutedjo dalam program inovasi saat menjabat sebagai Wakil Bupati Kulon Progo, dan dukungan masyarakat.

Entrepreneurial leadership is a prominent modern leadership model in the last two decades along with a shift in leadership perspective from classical studies to modern studies. The modern leadership model demands the role of a leader who is not only able to lead managerially but also a person who can compete competitively, innovatively, and able to provide added value for his followers, as is the characteristic of entrepreneurial leadership. Likewise, in the context of public organizations (government), entrepreneurial leadership is considered the most appropriate leadership model to be applied as an effort to optimize bureaucratic performance so that a dynamic government is produced. One of the regional heads who implement entrepreneurial leadership is the Regent of Kulon Progo for the 2011-2019 period. One of the successful programs is the PanganKu Program. Problems arise when there is a leadership succession, where every change of leader will be followed by a change in leadership patterns and policies. This research focuses on the application of entrepreneurial leadership in the context of the PanganKu Innovation Program in the leadership transition situation of the Kulon Progo Regent in 2019. And what factors influence the application of entrepreneurial leadership in the continuity of the PanganKu Innovation Program after the leadership of the Kulon Progo Regent for the 2011-2019 period. This study uses a qualitative approach. The data collection was carried out through in-depth interviews, document studies, and audio-visual materials to reach the saturation point. Based on the research findings, it can be concluded that in general entrepreneurial leadership in the PanganKu Innovation Program runs continuously, however, the emphasis on indicators applied to each leadership period is different based on the position formation in the leadership structure. The continuity of entrepreneurial leadership in the PanganKu Innovation Program is influenced by several factors, namely: leaders, leadership transitions, the occurrence of the COVID-19 pandemic, aspects of program benefits, and community support.
