ANALISIS POTENSI KOMODITAS UNGGULAN DALAM PEMBANGUNAN PERTANIAN DI KABUPATEN TEMANGGUNG

Kabupaten Temanggung merupakan salah satu kabupaten yang berada di Provinsi Jawa Tengah. Kabupaten Temanggung memiliki 17 sektor perekonomian salah satunya adalah sektor pertanian yang menunjukkan bahwa sumbangan sektor pertanian di Kabupaten Temanggung pada tahun 2013-2019 mengalami kenaikan setiap tahunnya terhadap PDRB. Hal ini tentu dapat diketahui melalui identifikasi sektor yang menjadi basis dan non basis serta perubahan posisi pada masa yang mendatang. Penelitian ini memiliki tujuan untuk mengidentifikasi komoditas unggulan sub sektor pertanian, mengidentifikasi keberlanjutan komoditas unggulan sub sektor pertanian berdasarkan prediksi perubahan posisi, dan mengetahui perubahan pertumbuhan komoditi sub sektor pertanian. Analisis data yang dapat digunakan dalam penelitian ini yaitu menggunakan data Produk Domestik Regional Bruto (PDRB) Kabupaten Temanggung dan data Produk Domestik Regional Bruto (PDRB) Provinsi Jawa Tengah serta data dari BPS Kabupaten Temanggung yang berupa data sekunder. Analisis penelitian digunakan dengan metode deskriptif kuantitatif menggunakan metode Location Quotient (LQ) yang mengetahui komoditas sektor unggulan atau bukan unggulan, Dynamic Location Quotient (DLQ) untuk mengetahui keberlanjutan komoditas sub sektor pertanian di masa yang akan datang, dan Analisis Shift-Share (ASS) yang dapat mengetahui perubahan pertumbuhan sub sektor pertanian. Hasil penelitian menunjukkan bahwa nilai LQ yang menjadi komoditas ungggulan adalah sub sektor Tanaman Hortikultura dan Tanaman Perkebunan LQ>1, analisis hasil perhitungan Shift Share telah terjadi perubahan pertumbuhan sektor pertanian di Kabupaten Temanggung pada tahun 2018 dari sub sektor Tanaman Hortikultura ke sub sektor Tanaman Perkebunan. Hasil analisis DLQ menunjukkan bahwa komoditas sub sektor tanaman hortikultura pada tahun 2018 mengalami perubahan posisi dari sektor unggulan menjadi sektor non unggulan. Untuk komoditas sub sektor tanaman perkebunan tidak mengalami perubahan posisi dan tetap menjadi komoditas unggulan yang dapat diharapkan dimasa yang mendatang.

Temanggung Regency is one of the regencies in Central Java Province. Temanggung Regency has 17 economic sectors, one of which is the agricultural sector which shows that the contribution of the agricultural sector in Temanggung Regency in 2013-2019 has increased every year to GRDP. This can certainly be known through the identification of basic and non-basic sectors as well as changes in position in the future. This study aims to identify the leading commodities of the agricultural sub-sector, identify the sustainability of the leading commodities of the agricultural sub-sector based on the prediction of changes in position, and to know the changes in the structure of the commodities of the agricultural sub-sector. Analysis of the data that can be used in this study is to use data from the Gross Regional Domestic Product (GRDP) of Temanggung Regency and data from the Gross Regional Domestic Product (GRDP) of Central Java Province and data from BPS Temanggung Regency in the form of secondary data. The analysis of this research uses a quantitative descriptive method using the Location Quotient (LQ) method which determines the superior or non-seeded commodity, Dynamic Location Quotient (DLQ) to determine the future agricultural sub-sector, and Shift-Stock Analysis (ASS). ). Which can determine changes in the growth of the agricultural sub-sector. The results showed that the LQ value which became the leading commodity was the Horticultural Crops and Plantation Crops sub-sector LQ>1, the analysis of the results of the Shift Share calculation had a change in the growth of the agricultural sector in Temanggung Regency in 2018 from the Horticultural Crops sub-sector to the Plantation Crops sub-sector. The results of the DLQ analysis show that the horticultural crop sub-sector commodity in 2018 experienced a change in position from the leading sector to the non-sector. The plantation sub-sector commodity has not changed its position and remains a leading commodity that can be expected in the future.
