Contemporarily, the patriarchal culture that marginalizes women is entrenched, and discrimination against women is still common and increasing in many parts of the world. Women are nevertheless become victims of violence due to the social structures that allow it. This societal system causes men to be deemed superior and women as inferior human beings so that women are often subjected to violence and man as perpetrator which makes the case of domestic violence occurs. This is an issue that has been faced in Indonesia. Despite the fact that there are several existing initiatives aimed at empowering women, the number of victims continues to rise. Therefore, this study uses qualitative narrative studies with the data collection method based on the interview from the Department of Women Empowerment and Child Protection of Yogyakarta regarding their Gender Corner program and Rifka Annisa as an NGOs. The theory that is used in this study is ecological framework since it depicts the causes of domestic violence in comprehensive manner. This study focuses on the community level in order to deconstruct the norm granting men to control women by involving men in the program because the community issues are the cornerstone of the basic variables generating domestic violence. This research discovered that Gender Corner targets both men and women, but it is quite limited for men. Therefore, Rifka Annisa as an NGOs tends to synergize the effort of the Gender Corner program by initiating New Men's Alliance to reach out the men in the community and individual level.
