PENGARUH PENGELUARAN PEMERINTAH SEKTOR PARIWISATA, NILAI INVESTASI, DAN RASIO GINI TERHADAP PERTUMBUHAN EKONOMI DI DAERAH ISTIMEWA YOGYAKARTA SERTA PENGEMBANGAN KAWASAN STRATEGIS PARIWISATA NASIONAL TAHUN 2014-2019

Di negara berkembang isu permasalahan pertumbuhan ekonomi masih menjadi hal yang sering dijumpai. Umumnya hal ini dikarenakan adanya ketidakmerataan dalam pembangunan ekonomi antara daerah perkotaan dan pedesaan. Menurut data BPS pertumbuhan ekonomi di Provinsi DIY masih menjadi yang terendah dibandingkan provinsi lainnya di Pulau Jawa, berbanding terbalik dengan tingkat IPM-nya yang menempati posisi kedua tertinggi di Indonesia dimana hal ini menggambarkan peningkatan kualitas hidup penduduknya semakin baik. Pada tahun 2018 provinsi DIY masuk dalam program RAD sehingga perlu menjalankan SDGs yang salah satu tujuannya yaitu pertumbuhan ekonomi inklusif yang berkelanjutan. Oleh karena itu disusunlah penetapan pembangunan Kawasan Strategis Pariwisata Nasional yang dimuat dalam RPJMD DIY bersamaan program unggulannya. Dengan harapan dampak pembangunan tersebut dapat meningkatkan kualitas sektor pariwisata sebagai sektor yang memiliki efek multiplier jangka panjang sehingga dapat meningkatkan daya saing daerah dan mampu mendorong percepatan pertumbuhan ekonomi DIY secara merata serta berkelanjutan. Penelitian ini bertujuan untuk mengetahui pengaruh pengeluaran pemerintah sektor pariwisata, nilai investasi, dan rasio gini terhadap pertumbuhan ekonomi dalam kawasan strategis pariwisata nasional di Daerah Istimewa Yogyakarta tahun 2014-2019. Metode yang digunakan untuk analisis data adalah regresi linier berganda melalui aplikasi EViews9. Data yang digunakan berupa data panel dari 5 kabupaten/kota di provinsi DIY kurun waktu 2014-2019 (6 tahun) bersumber dari BPS. Hasil penelitian ini menunjukkan secara simultan pengaruh pengeluaran pemerintah sektor pariwisata, nilai investasi dan rasio gini berpengaruh signifikan positif terhadap pertumbuhan ekonomi. Sedangkan secara parsial pengeluaran pemerintah sektor pariwisata, nilai investasi dan rasio gini memilik pengaruh signifikan dan positif terhadap pertumbuhan ekonomi dalam KSPN provinsi DIY.

In developing countries, the issue of economic growth is still a common problem. Generally this is due to inequality in economic development between urban and rural areas. According to BPS data, economic growth in Yogyakarta Province is still the lowest compared to other provinces on the island of Java, on the contrary the HDI level occupies the second highest position in Indonesia, which illustrates the improvement in the quality of life of the population. In 2018 the province of DIY was included in the RAD program so it was necessary to implement the SDGs, one of the goals of which is sustainable inclusive economic growth. So that the determination of the development of the National Tourism Strategic Area (NTSA) is compiled which is contained in the DIY RPJMD along with its flagship program. It is hoped that the impact of this development can improve the quality of the tourism sector as a sector that has a long-term multiplier effect so that it can increase regional competitiveness and be able to encourage the acceleration of DIY economic growth evenly and sustainably. This study aims to determine the effect of government expenditure on the tourism sector, investment value, and the Gini ratio on economic growth in a national tourism strategic area in the Special Region of Yogyakarta in 2014-2019. The method used for data analysis is multiple linear regression through the EViews9 application. The data used in the form of panel data from 5 districts/cities in the province of DIY for the period 2014-2019 (6 years) sourced from BPS. The results of this study show that simultaneously the influence of government expenditure in the tourism sector, investment value and the gini ratio has a significant positive effect on economic growth. While partially government expenditure in the tourism sector, investment value and the gini ratio have a significant and positive influence on economic growth in the NTSA of the DIY province.
