UMKM merupakan unit usaha produktif yang memiliki kontribusi besar terhadap perekonomian Indonesia. Di Daerah Istimewa Yogyakarta sendiri, keberadaan UMKM memiliki peran penting dalam mengatasi persoalan kemiskinan dan pengangguran yang ada. Namun kemunculan pandemi Covid-19 menimbulkan berbagai masalah terutama kesulitan pemasaran yang mengakibatkan UMKM menjadi terpuruk. Kondisi tersebut mendorong pemerintah berkolaborasi dengan berbagai pihak melalui pengembangan program Sibakul Jogja untuk mengatasi permasalahan UMKM. Penelitian ini bertujuan untuk mendeskripsikan dan menganalisis peran dan interaksi yang dilakukan oleh stakeholders yang terlibat dalam upaya pengembangan program Sibakul Jogja untuk membangkitkan UMKM di masa pandemi Covid-19. Metode penelitian yang digunakan adalah deskriptif kualitatif dengan teknik pengumpulan data melalui wawancara dan studi literatur untuk mendapatkan data primer dan data sekunder. Teknik analisis data menggunakan analisis kualitatif yang terdiri dari 4 (empat) tahap yaitu pengumpulan data, reduksi data, penyajian data, dan penarikan kesimpulan atau verifikasi. Hasil penelitian ini menunjukkan bahwa masing-masing stakeholders telah berperan sesuai kapasitas yang dimiliki. Interaksi yang terjalin antar stakeholders cukup kuat dan berjalan dengan cukup baik karena adanya komunikasi intens, transparansi, akuntabilitas, dan partisipasi aktif dari stakeholders yang terlibat. Keterlibatan para stakeholders dari berbagai sektor mampu menciptakan hubungan yang inovatif suportif. Hasil kolaborasi inovatif tersebut tercermin dari adanya pengembangan program Sibakul Markethub Free-Ongkir yang mampu menjadi solusi atas permasalahan pemasaran yang dihadapi oleh UMKM. Oleh sebab itu UMKM bisa bangkit lagi karena perputaran ekonomi daerah meningkat seiring dengan peningkatan penjualan produk UMKM dari waktu ke waktu. MSMEs are productive business units that have a major contribution to the Indonesian economy. In the Special Region of Yogyakarta itself, the existence of MSMEs has an important role in overcoming the existing problems of poverty and unemployment. However, the emergence of the Covid-19 pandemic caused various problems, especially marketing difficulties which resulted in MSMEs being slumped. This condition encourages the government to collaborate with various parties through the development of the Sibakul Jogja program to overcome the problems of MSMEs. This study aims to describe and analyze the roles and interactions carried out by stakeholders involved in efforts to develop the Sibakul Jogja program to awaken MSMEs during the Covid-19 pandemic. The research method used is descriptive qualitative with data collection techniques through interviews and literature studies to obtain primary data and secondary data. The data analysis technique uses qualitative analysis which consists of 4 (four) stages, namely data collection, data reduction, data presentation, and drawing conclusions or verification. The results of this study indicate that each stakeholder has played a role according to their capacity. The interactions between stakeholders are quite strong and run quite well due to intense communication, transparency, accountability, and active participation from the stakeholders involved. The involvement of stakeholders from various sectors is able to create supportive innovative relationships. The results of this innovative collaboration are reflected in the development of the Sibakul Markethub Free-Ongkir program which is able to be a solution to marketing problems faced by MSMEs. Therefore, MSMEs can rise again because the regional economic turnover increases along with the increase in sales of MSME products from time to time.
