Sikap dan Respons Tenaga Medis Garda Depan RS Islam Jemursari Surabaya Terhadap Keterbatasan Alat Pelindung Diri Selama Pandemi COVID-19 Ditinjau dari Aspek Etika Medis

SARS-CoV-2 (severe acute respiratory syndrome coronavirus 2) memberikan tantangan dan kefatalan secara global pada sistem kesehatan masyarakat. Kekurangan dan keterbatasan alat pelindung diri (APD) yang secara global terjadi pada tenaga medis khususnya garda depan menjadi dilema etika untuk tetap melayani pasien atau menyelamatkan diri terlebih dahulu. Tujuan penelitian untuk mengetahui sikap dan respons tenaga medis garda depan IGD RS Islam Jemursari Surabaya terhadap keterbatasan persediaan alat pelindung diri pada pelayanan kesehatan selama pandemi COVID-19. Penelitian ini menggunakan metode kualitatif dengan pendekatan studi kasus pada Juli-Agustus 2021 dengan jumlah responden 20 orang yang dipilih secara purposive sampling. Pengambilan data menggunakan wawancara mendalam kepada tenaga kesehatan garda depan yaitu dokter umum, perawat IGD, perawat ruang isolasi dan management menggunakan analisis tematik.sikap dan respon tenaga medis garda depan terhadap keterbatasan alat pelindung diri selama pandemi COVID-19 adalah tetap melakukan pelayanan walaupun harus terpaksa menggunakan jas hujan saat awal pandemi dan saat kekurangan APD. Ditinjau dari aspek etika hal ini dipengaruhi oleh beberapa faktor diantaranya karakteristik individu partisipan, persepsi emosional yang dirasakan atau rasa kasihan kepada pasien, tindakan atau perbuatan yang dilakukan dan komitmen kemanusiaan & profesi untuk tetap menjalankan pelayanan di garda depan COVID-19. Tenaga kesehatan tetap memberikan pelayanan kesehatan kepada pasien walaupun dalam kondisi kekurangan dan keterbatasan APD. Oleh karena itu, tenaga kesehatan khususnya garda depan COVID-19 di semua tempat tetap harus mendapatkan hak perlindungan yang baik dan dukungan moral yang kuat agar mereka tetap mampu melakukan pelayanan selama pandemi COVID-19.

Background: SARS-CoV-2 (severe acute respiratory syndrome coronavirus 2) gives global challenges and fatalities to public health systems. The global shortage and limitation of personal protective equipment (PPE) for health workers, especially those on the frontliner, has become an ethical dilemma to continue to serve patients or save themselves first. The purpose of the study was to determine the attitude and response of the frontliner health workers of the Jemursari Islamic Hospital Surabaya to the limited source of personal protective equipment in health services during the COVID-19 pandemic. Methods: The study used a qualitative method with a case study approach which was carried out for 30 days from July-August 2021 with 20 respondents using purposive sampling by conducting in-depth interviews with frontline health workers consist of doctor, nurse in emergency room, nurse in isolation room and management at using thematic analysis. Results: The attitude and response of frontline health workers to the limitations of personal protective equipment during the COVID-19 pandemic is to continue to provide services even though they have to be forced to use raincoats at the beginning of the pandemic and where there is a shortage of PPE. Viewed from the ethical aspect, this is influenced by several factors including the individual characteristic of the participants, the emotional perception felt or feeling sorry for the patient, the actions and commitment of humanity and profession to continue services at the frontliner of COVID-19. Conclusions: The frontline health workers at Surabaya Jemursari Islamic Hospital to the limitations of personal protective equipment (PPE) during the COVID-19 pandemic in terms of ethical aspects was to continue to provide health services to patients. Therefore, health workers, especially those on the frontline of COVID-19 in all places, must still have the right to good protection and strong moral support so that they are still able to provide services during the COVID-19 pandemic.
