The Road to Power: War on Drugs as Duterte's Populist Strategies in the Philippines

Kebijakan perang Duterte terhadap narkoba menjadi sangat populer di kalangan orang Filipina, di mana presiden meluncurkan Proyek Tokhang untuk memerangi narkoba dan untuk mengurangi kejahatan di Filipina. Dia berpendapat bahwa narkoba sudah menjadi sebuah krisis dan perlu segera ditangani untuk menyelamatkan generasi masa depan Filipina, oleh karena itu, melalui strategi populisnya, ia telah menemukan daya tarik yang luas di masyarakat. Namun,kebijakannya ini bukan tanpa kontroversi karena ia banyak dikritik oleh aktor internasional, terutama karena kejahatan terhadap kemanusiaan, terutama pembunuhan di luar proses hukum dan impunitas polisi yang terjadi dalam pelaksanaannya. Hal ini menimbulkan pertanyaan tentang bagaimana Duterte memobilisasi dan mempertahankan dukungan rakyat melalui kebijakan perang melawan narkoba, terlepas dari tekanan dan kritik global yang luas. Tesis ini bertujuan untuk menganalisis bagaimana Duterte memobilisasi dukungan rakyat dengan melihat dari masanya sebagai walikota kota Davao sebelum menjadi presiden, membandingkan kekuatan dan kelemahan calon presiden 2016, dan bagaimana ia memperkenalkan perang narkoba sebagai solusi terhadap masalah yang dimiliki orang Filipina.

Duterte's war on drugs policy has been very popular among the Filipinos, where the president launch Project Tokhang to combat illicit drugs and to reduce crime in the Philippines. He argues that drug is a crisis and needs to be tackled immediately to save the future generation of Philippines, therefore, through his populist strategy, it has found broad appeals among the citizens. However, it is not without controversy as he was widely criticized by international actors, mainly due to the crimes against humanity, especially the extrajudicial killings and impunity of the police that occur in its implementation. This raises the question of how Duterte has mobilized and maintain popular support through the war on drugs policies, despite wide global pressures and critics. This thesis aims to analyze how Duterte mobilize the support of the people by observing from his era as the mayor of Davao city prior to president, comparing the strength and weakness of the 2016 presidential candidates, and how he introduces his drug war as a solution towards the problem that the Filipinos had.
