THE EVALUATION OF E-KTP PROGRAM IMPLEMENTATION IN INDONESIAN LOCAL GOVERNMENT: A COMPARATIVE STUDY IN METRO MUNICIPALITY AND PRINGSEWU REGENCY

Di Indonesia, program e-KTP atau kartu identitas elektronik telah diluncurkan sejak tahun 2011. Melalui program ini, pemerintah Indonesia berusaha menjamin hak warga negara dan mendukung program pembangunan nasional. Namun, setelah hampir satu dekade berjalannya program ini, Dinas Kependudukan dan Pencatatan Sipil selaku pelaksana program e-KTP, masih menghadapi berbagai kendala dalam meraih targetnya. Penelitian ini bertujuan untuk mengevaluasi implementasi program e-KTP di Kota Metro dan Kabupaten Pringsewu, dua pemerintah daerah di Provinsi Lampung, Indonesia. Dengan menerapkan pendekatan deskriptif kualitatif , studi ini juga menganalisa faktor- faktor pendukung dan penghambat implementasi program e-KTP, serta mengungkapkan penyebab perbedaan capaian target di kedua dinas. Lebih lanjut, model implementasi kebijakan publik oleh George Edward III dipresentasikan dan diterapkan dalam studi ini. Secara keseluruhan hasil kuesioner dan interview menunjukan bahwa implementasi program e-KTP di Kota Metro lebih baik dari Kabupaten Pringsewu, sesuai dengan pencapaian targetnya. Studi ini mengungkapkan bahwa lima faktor dapat mendukung dan menghambat program, yakni: (1) komunikasi internal dan eksternal, (2) sumber daya manusia dan pelayanan, (3) sumber daya fisik (fasilitas dan peralatan), (4) konsep e-KTP dan (5) prosedur dan kendala teknis. Bersama dengan itu, karena adanya perbedaan baik di internal dan eksternal komunikasi diantara kedua dinas, pencapaian target Kabupaten Pringsewu tidak seoptimal Kota Metro.

The e-KTP or electronic identity card program has been introduced in Indonesia since 2011. Through this program, Indonesian Government wants to ensure citizens rights and supports national development programs. However, after almost a decade since its launch, the Population and Civil Registration office, as the implementer of this program still has some problems achieving its targets. This study aims to evaluate the e-KTP implementation program in Metro Municipality and Pringsewu Regency, two regions in Lampung Province, Indonesia. This study analyzed the supporting and inhibiting factors of the e-KTP implementation program in both offices through a qualitative descriptive approach. Furthermore, the implementing public policy model of George C Edwards III is presented and applied in this study. Overall, the results of the questionnaires and interviews show that the implementation of the e-KTP program in Metro Municipality is better than Pringsewu Regency, in line with the achievement of the target. The study reveals that five factors can be supporting and inhibiting for the program, namely: (1) internal and external communication, (2) human resources and services, (3) physical resources (facilities and equipment), (4) the e-KTP's concept, and (5) procedures and technical issues. In addition, due to differences in both internal and external communication between the two offices, the achievement of the e-KTP target in Pringsewu Regency is not as optimal as in Metro Municipality.
