A Newspaper Coverage of Yogyakarta School Zoning Policy: A Discourse Network Analysis

Reformasi signifikan baru-baru ini dalam sistem pendidikan Indonesia telah memasukkan perubahan penting dalam sistem pendaftaran sekolah menengah. Sejak tahun 2017, pemerintah Indonesia memperkenalkan sistem zonasi sekolah, yang diharapkan dapat mengatasi tantangan pendidikan nasional, terutama dalam pemerataan akses, dan menghapus eksklusivitas di sekolah umum. Banyak penelitian sebelumnya di bidang ini berkisar pada analisis implementasi kebijakan dan evaluasi kebijakan. Namun, literatur tentang zonasi sekolah di Indonesia masih sangat terbatas yang memberikan pemahaman komprehensif tentang analisis wacana dan bagaimana interaksinya dengan jejaring sosial. Penelitian ini dilakukan dengan menggunakan metode analisis isi kualitatif. Dengan memanfaatkan perangkat lunak DNA, artikel ini berusaha menjelaskan aktor-aktor yang terlibat dalam wacana kebijakan, apakah mereka setuju atau tidak setuju dengan kebijakan zonasi sekolah, dan mengungkapkan masalah yang ditangani secara eksplisit. Penelitian ini mengidentifikasi 178 pernyataan dari 108 dokumen di 21 surat kabar lokal yang memuat diskusi aktor terkait penerapan kebijakan zonasi sekolah di Yogyakarta dari tahun 2017 hingga 2021. Temuan penelitian ini menyajikan visualisasi jaringan konseptual yang menunjukkan aktor, kedudukan mereka, dan alasan di balik persetujuan mereka terhadap konsep tersebut.

Recent significant reforms in the Indonesian education system have included important changes in the secondary school enrolment system. Since 2017, the Indonesian government introduced the school zoning system, which is expected to overcome national education challenges, especially in equal access, and abolish exclusivity in public schools. Numerous prior researches in this field revolve around the analysis of policy implementation and policy evaluation. However, there is still considerably limited literature on Indonesian school zoning that provides a comprehensive understanding of discourse analysis and how can it interact with the social networks. This study was conducted by using the qualitative content analysis method. By utilizing the DNA software, this article seeks to explain the actors involved in the policy discourse, whether they agree or disagree with the school zoning policy, and reveal the issues explicitly addressed. This study identified 178 statements from 108 documents in the 21 local newspapers that contain the discussions of actors related to the implementation of school zoning policies in Yogyakarta from 2017 through 2021. The finding of this study presents a conceptual network visualization that indicates the actors, their standings, and the reason behind their agreement towards the concept.
