Penelitian ini bertujuan untuk mengkaji tentang kebijakan pemerintah terkait pembatasan sosial berskala besar di Kota Bandung Periode 22 April-5 Mei 2020 menggunakan tinjauan etika utilitarianisme Jeremy Bentham. Etika utilitarianisme Jeremy Bentham merupakan bagian dari studi etika yang dalam hal ini bertujuan untuk menganalisis baik atau buruknya kebijakan pemerintah dalam menerapkan pembatasan sosial berskala besar di Kota Bandung pada periode 22 April 2020-5 Mei 2020. Penelitian ini merupakan studi kepustakaan yang sumber datanya berasal dari literatur beberapa buku, jurnal dan artikel serta berita. Model penelitian yang digunakan adalah model filosofis yang bersifat kualitatif. Metode penelitian yang digunakan adalah metode deskriptif dengan unsur metodis deskripsi, interpretasi, heuristika, serta refleksi kritis. Objek material dalam penelitian ini adalah kebijakan pemerintah terkait Pembatasan sosial berskala besar di Kota Bandung periode 22 April-5 Mei 2020, sedangkan objek formal dalam penelitian ini adalah Etika Utilitarianisme Jeremy Bentham. Hasil dari penelitian kebijakan pemerintah terkait pembatasan sosial berskala besar di Kota Bandung periode 22 April 2020-5 Mei 2020 ditinjau dalam etika utilitarianisme Jeremy Bentham secara utilitas dan kalkulus hendonistik adalah kebijakan yang baik, karena mendatangkan kemanfaatan berupa kesenangan bagi banyak masyarakat di Kota Bandung yang dalam pelaksanaanya mampu menekan angka penyebaran Covid-19 di Kota Bandung, dengan demikian tidak menutup kemungkinan kehidupan kembali norma seperti sebelum ada pandemi Covid-19 menjadi terwujud, selain itu kebijakan pemerintah terkait Pembatasan sosial berskala besar di Kota Bandung bukan hanya sebagai kebijakan semata melainkan ini merupakan kebijakan yang memiliki tujuan untuk kepentingan masyarakat yang efektif.

This study aims to examine government policies related to large-scale social restrictions in Bandung City for the period 22 April-5 May 2020 using an ethical review of Jeremy Bentham's utilitarianism. Jeremy Bentham's ethics of utilitarianism is part of an ethics study which in this case aims to analyze the good or bad of government policies in implementing large-scale social restrictions in the city of Bandung in the period 22 April 2020-5 May 2020. This research is a literature study whose data sources come from the literature of several books, journals and articles as well as news. The research model used is a qualitative philosophical model. The research method used is descriptive method with methodical elements of description, interpretation, heuristics, and critical reflection. The material object in this study is the government's policy regarding large-scale social restrictions in the city of Bandung for the period 22 April-5 May 2020, while the formal object in this study is Jeremy Bentham's Utilitarian Ethics. The results of government policy research related to large-scale social restrictions in the city of Bandung for the period 22 April 2020-5 May 2020 are reviewed in terms of Jeremy Bentham's ethics of utilitarianism in utility and hedonistic calculus is a good policy, because it brings benefits in the form of pleasure to many people in the city of Bandung who in its implementation is able to reduce the number of Covid-19 spreads in the city of Bandung, thus it does not rule out the possibility of a return to normal life as before the Covid-19 pandemic to be realized, besides that the government's policy regarding large-scale social restrictions in the city of Bandung is not only a policy but this is a policies that have a purpose for the benefit of society that are effective.
