PEMBINGKAIAN BERITA PENANGANAN PANDEMI COVID-19 OLEH PEMERINTAH MESIR DALAM MEDIA DARING AL-AHRAM PERIODE FEBRUARI-MARET 2020: ANALISIS WACANA

Penyebaran Covid-19 yang berasal dari Wuhan, China merupakan berita yang menggemparkan masyarakat karena menjadi isu pandemi global. Kasus tersebut pertama kali muncul di Mesir sekitar 15 Februari 2020 dengan laporan konfirmasi satu warga asing yang terinfeksi Covid-19 kepada organisasi kesehatan dunia (WHO). Hal tersebut menjadikan Mesir sebagai negara pertama di Benua Afrika sekaligus negara kedua Timur Tengah atas laporan kasus positif Covid-19. Berita penanganan Covid-19 oleh Pemerintah Mesir pun tidak luput dari perhatian media pemberitaan daring, terutama al-Ahram. Penelitian ini bertujuan untuk mendeskripsikan pemilihan satuan lingual dan pembingkaian berita penanganan Pandemi Covid-19 oleh Pemerintah Mesir dalam media daring al-Ahram periode Februari-Maret 2020. Untuk mengidentifikasi pembingkaian berita tersebut, data dianalisis menggunakan teori pendekatan pembingkaian model Pan dan Kosicki (1993) melalui struktur sintaksis, skrip, tematik, dan retoris. Hasil penelitian ini menunjukkan bahwa al-Ahram berusaha menempatkan Pemerintah Mesir sebagai pemegang kendali seluruh tindakan dan kebijakan penanganan Covid-19. Oleh karena itu, kinerja mereka dibingkai dengan penggunaan kata kerja yang ekspresif cenderung menenangkan para pembaca. Hal tersebut diperkuat dengan kata-kata yang apresiatif atas jalinan kerja sama baik antarpihak internal ataupun pihak eksternal pemerintah. Dapat disimpulkan bahwa al-Ahram memihak pada Pemerintah Mesir dalam penanganan Covid-19 dan disertai dengan topik pemberitaan yang selalu membahas citra positif Pemerintah Mesir sehingga opini para pembaca terutama masyarakat Mesir dapat digiring untuk memihak ke pemerintah.

The outbreak of Covid-19, which originated in Wuhan-China gained international attention since it quickly evolved into a global pandemic. The first positive case of Covid-19 on the African continent from one foreigner was reported in Egypt on 15th of February 2020. At the same time, WHO has reported the positive case of Covid-19 as the second case in the Middle East country. Moreover, news of the Covid-19 handling by the Egyptian Government has not escaped from the online news media spotlight, especially al-Ahram. According to these arguments, this study intends to describe selection of lingual units and news framing of Covid-19 handled by the Egyptian Government in al-Ahram online media for February until March 2020. The data were analyzed utilizing Pan and Kosicki's (1993) framing approach theory through syntactic, script, thematic, and rhetorical structures to identify news framing. This study concluded that al-Ahram south to put the Egyptian Government in control of all actions and policies to handle Covid-19. Therefore, their performance was framed by expressive verbs usage tending to calm the readers. That is reinforced by appreciation words for the cooperation between internal and external parties of the government. This study concluded that al-Ahram took sides with the Egyptian Government of Covid-19 handling and accompanied by the news topics which consistently focused on the Egyptian Government's positive image and might affect readers' perceptions, especially the Egyptian to support the government.
